ICE Dallas officers deport Honduran man wanted for murder

DALLAS — A Honduran man was deported Monday and turned over to law enforcement authorities based on an outstanding warrant for murder.

This deportation was conducted by officers with U.S. Immigration and Customs Enforcement’s (ICE) Enforcement and Removal Operations (ERO) in Dallas.

Wilson Lopez-Rodriguez, 32, aka Carlos Alberto Lopez-Rodriguez, was removed to Honduras after being driven from Dallas to Houston, Texas, April 27. From Houston, he was flown to Tegucigalpa, Honduras, by ICE Air Operations, and then turned over to Honduran officials the same day.

“By removing criminal aliens to their countries of origin, ICE also removes the threat they pose to public safety in local U.S. communities,” said Simona L. Flores, field office director of ERO Dallas. “At the same time, these removals ensure that aliens who commit crimes abroad do not use the United States as a safe haven from justice in their home countries.”

Lopez-Rodriguez was first apprehended May 20, 2003 by agents with U.S. Customs and Border Protection’s (CBP) Border Patrol as he illegally entered the United States. On June 18, 2003, an immigration judge in Dallas, Texas, ordered him removed to Honduras. Lopez-Rodriguez was deported July 15, 2003, and he illegally re-entered the United States in 2010, which is a felony.

The Criminal Court Judicial Section of Tegucigalpa, Honduras, issued an arrest warrant April 11, 2014 for Lopez-Rodriguez charging him with murder.

Lopez-Rodriguez was convicted of multiple misdemeanors in 2014, and on Nov. 20, 2014, ERO Dallas placed an immigration detainer on him with Dallas County Jail.

On March 23, 2015, the Dallas County Jail turned over Lopez-Rodriguez to ERO Dallas custody. He was deported and turned over to Honduran authorities April 27.

Since Oct. 1, 2009, ERO has removed more than 720 foreign fugitives from the United States who were being sought in their native countries for serious crimes, including kidnapping, rape and murder. ERO works with ICE's Office of International Affairs, foreign consular offices in the United States, and Interpol to identify foreign fugitives illegally present in the country.

In fiscal year 2014, ERO removed 315,943 individuals from the United States. In addition to convicted criminals, the agency's enforcement priorities include those apprehended while attempting to unlawfully enter the United States, illegal re-entrants — individuals who returned to the United States after being previously removed by ICE — and immigration fugitives. In fiscal year 2014, 98 percent of ICE removals met these priorities.

ICE Air History:

ICE routinely uses special air charters to transport aliens who have final orders of removal from an immigration judge. Staffed by ICE ERO Air Operations officers, these air charters enable the agency to repatriate large groups of deportees in an efficient, expeditious and humane manner.

This most recent repatriation is another example of expanded bi-national cooperation to identify, arrest and repatriate Honduran criminal suspects who have fled to the United States to avoid prosecution. ICE officers work closely with Honduran law enforcement as part of this effort.

Since 2006, ICE Air Operations has supported ERO by providing mass air transportation and removal coordination services to ERO field offices nationwide. Staffed by ERO officers, these air charters enable the agency to repatriate large groups of deportees in an efficient, expeditious and humane manner.

Since illegals receive no vetting prior to entry, makes you wonder how many of those currently here have actually murdered someone. Honestly, in my mind, it's a scary thought.

ICE removes Guatemalan man charged with murder




Guatemalan murder suspect escorted off plane in Guatemala


GUATEMALA CITY, Guatemala – A 24-year-old Guatemalan man wanted on murder charges in his home country was removed to Guatemala April 24 by U.S. Immigration and Customs Enforcement’s (ICE) Enforcement and Removal Operations (ERO) officers in New York.

Gilber Alonzo Hernandez Lopez, of Guatemala, was charged with murder for his alleged involvement in the 2013 murder of his cousin. According to the Guatemalan Policia Nacional Civil (PNC), in October 2013, Lopez and two other men argued with Lopez’s cousin for an unknown reason. The cousin was later found dead after being shot in the head with a weapon allegedly belonging to Lopez.

Lopez, who entered the United States at an unknown place and time, was arrested by ERO officers in New York Dec. 14. He was charged with being in the country unlawfully and placed in removal proceedings. On Feb. 23, an immigration judge found him ineligible for immigration relief and ordered him removed from the United States.

“The arrest and removal of Lopez reflects ERO’s commitment not only to public safety in the United States but also abroad,” said New York Field Office Director Christopher Shanahan.

“His case should send a message to others like him, that the United States will not be used as a safe haven for those fleeing justice.”

ICE returns fugitive wanted for murder in Jamaica

MIAMI — A Jamaican national wanted by law enforcement authorities in his native country for murder was escorted out of the United States Thursday by officers with U.S. Immigration and Customs Enforcement's (ICE) Enforcement and Removal Operations (ERO).

Donald Anthony Nash, 26, departed Alexandria, Louisiana, Thursday. ERO officers turned him over to authorities in Kingston, Jamaica, later that morning. Nash, who is affiliated with the Scare Dem Gang, was wanted for the alleged murder of Ricardo Kelly. Kelly, aka Duke, was killed the morning of March 10 by a group of individuals traveling in a vehicle as he was leaving the Denham Town Police Station on Regent Street in West Kingston.

On March 20, the U.S. Coast Guard encountered Nash on board a 26-foot vessel attempting to enter the country illegally.

Nash was detained, processed by Border Patrol and subsequently transferred to ICE custody for his removal.

"Removing Nash, a murder suspect in Jamaica, is a prime example of how ICE works closely with our international law enforcement partners to identify, locate and deport aliens who are wanted in their home countries for allegedly committing crimes," said Marc J. Moore, field office director for ERO Miami. "ERO prioritizes the arrest and removal of convicted criminal aliens. As a result, our communities are safer and more secure."

ERO Miami coordinated the removal of Nash with the ICE Homeland Security Investigations (HSI) attaché office in Kingston, Jamaica.

ICE arrests sexual predator wanted in El Salvador




In late 2011, Oscar Ernesto Avila Osorio entered the United States without inspection near McAllen, Texas. His entry into the United States took place around the same time he was charged in El Salvador for the rape of a minor.

In August 2014, U.S. Immigration and Customs Enforcement’s (ICE) Enforcement and Removal Operations (ERO) officers, working in conjunction with the ICE attaché office in El Salvador, learned Avila Osorio was likely residing in the Washington, D.C. metro area. After doing significant research and surveillance to learn Avila Osorio’s whereabouts, the ERO Washington Fugitive Operations Team arrested Avila Osorio April 8, 2015, at a pub in northwest Washington, D.C.

On April 22, 2015, Interpol issued a red notice for Avila Osorio.

The notice details the sordid events he’s wanted for in El Salvador.

“This case exemplifies the international cooperation that takes place between law enforcement agencies across the globe. Sexual predators are among the world’s most vile criminals, and we will not permit these individuals to enter the United States and seek haven here,” said Yvonne Evans, field office director for ERO Washington, D.C.

Avila Osorio will remain in ICE custody pending removal to El Salvador. Once removed, he will be turned over to law enforcement authorities there.

Avila Osorio’s removal to El Salvador will fall under ERO’s Security Alliance for Fugitive Enforcement (SAFE) Initiative.

The SAFE Initiative is geared toward the identification of foreign fugitives who are wanted abroad and removable under US immigration law.

In just three years, through the SAFE Initiative, ERO has removed 543 criminal fugitives to El Salvador. Those removed as part of the SAFE Initiative have been deemed ineligible to remain in the United States and were all wanted by the Policia Nacional Civil (PNC), El Salvador’s national police.

SAFE aligns with ERO’s public safety priorities and eliminates the need for formal extradition requests.
