SAN SALVADOR, El Salvador — A 39-year-old Salvadoran man convicted for homicide in his home country was removed to El Salvador April 28 by U.S. Immigration and Customs Enforcement’s (ICE) Enforcement and Removal Operations (ERO) officers in San Antonio, Texas.

Wilfredo Hernandez Pastora was charged with homicide Oct. 15 and later convicted. He fled to the United States after having been sentenced to 20 years imprisonment.

He illegally entered the United States near Pharr, Texas, in December and was placed into removal proceedings after being encountered by U.S. Customs and Border Protection officers. On March 18, an immigration judge found him ineligible for immigration relief and ordered him removed from the United States.

“Hernandez Pastora’s removal should serve as a testament to ERO’s commitment to identifying and removing wanted foreign fugitives,” said San Antonio Field Office Director Enrique Lucero. “We will not allow our country to be used as a safe haven by criminals trying to evade justice.”

Hernandez Pastora is the latest removal to El Salvador as part of ERO’s Security Alliance for Fugitive Enforcement (SAFE) Initiative. The SAFE Initiative is geared toward identifying foreign fugitives who are wanted abroad and removable under U.S. immigration law.

In just three years, through the SAFE Initiative, ERO has removed more than 540 criminal fugitives to El Salvador.

Those removed as part of the SAFE Initiative have been deemed ineligible to remain in the United States, and were all wanted by El Salvador’s national police.

SAFE aligns with ERO’s public safety priorities and eliminates the need for formal extradition requests.

In fiscal year 2014, ERO removed 315,943 individuals from the United States. In addition to convicted criminals, the agency's enforcement priorities include those apprehended while attempting to unlawfully enter the United States, illegal re-entrants – individuals who returned to the United States after being previously removed by ICE – and immigration fugitives.

In fiscal year 2014, 98 percent of ICE removals met these priorities.

If they are wanted by a nation removed from the United States I understand us hunting and detaining them. But, why is it our responsibility to deliver them? Why would it not be the other nation's responsibility to come and pick them up? Talk about foreign aid, what next? Does our ICE people polish their authorities boots before returning?

ICE Dallas officers deport Brazilian man wanted for killing 13-year-old boy

DALLAS — A Brazilian man was deported Tuesday and turned over to law enforcement authorities based on an outstanding warrant for murder for killing a 13-year-old boy in 1991.

This deportation was conducted by officers with U.S. Immigration and Customs Enforcement’s (ICE) Enforcement and Removal Operations (ERO) in Dallas.

Jorge Amauri Domingos-Nascimento, 52, departed on a commercial flight from Dallas Fort Worth International Airport under ICE escort Monday night; he arrived in Sao Paulo, Brazil, Tuesday morning, and was turned over to Brazilian authorities without incident.

“By removing criminal aliens to their countries of origin, ICE also removes the threat they pose to public safety in local U.S. communities,” said Simona L. Flores, field office director of ERO Dallas. “At the same time, these removals ensure that aliens who commit crimes abroad do not use the United States as a safe haven from justice in their home countries.”

According to the investigation, Domingos-Nascimento has a lengthy criminal history in Brazil as a member of an organized criminal organization.

The murder he’s accused of took place May 29, 1991.

Domingos-Nascimento and his girlfriend were walking in the city of Recife, Brazil, at about 9:30 p.m. at the Boa Vista Bridge when they were approached by a 13-year-old boy. The boy allegedly tried to steal the girlfriend’s watch. Based on reports, Domingos-Nascimento allegedly chased, grabbed and beat the 13-year-old, and then threw him off the bridge into the Capibaribe River. The boy drowned and Domingos-Nascimento fled the scene.

The Brazilian court in Recife issued a warrant for Domingos-Nascimento’s arrest for aggravated murder Oct. 13, 2013. Interpol issued a Red Notice for Domingos-Nascimento’s arrest Nov. 15, 2013.

Domingos-Nascimento entered the U.S. in 1991. He was ordered deported in absentia in June 1994 by a federal immigration judge in Dallas, Texas. He was twice convicted of misdemeanor crimes in Dallas in 2004, and Fort Worth, Texas, in 2008.

Since Oct. 1, 2009, ERO has removed more than 720 foreign fugitives from the United States who were being sought in their native countries for serious crimes, including kidnapping, rape and murder. ERO works with ICE's Office of International Affairs, foreign consular offices in the United States, and Interpol to identify foreign fugitives illegally present in the country.

In fiscal year 2014, ERO removed 315,943 individuals from the United States. ICE Chicago officers deport Pakistani national convicted of south Florida terror bomb plot in 2002

CHICAGO — A Pakistani national, who was sentenced to 14 years in prison for conspiring to blow up south Florida power stations and a National Guard Armory in 2002, was deported Monday by officers with U.S. Immigration and Customs Enforcement’s (ICE) Enforcement and Removal Operations (ERO).

Imran Farooq Mandhai, 32, pleaded guilty in August 2002 in the Southern District of Florida to conspiring to bomb electrical power stations and a National Guard Armory as part of a jihad mission in the United States. The U.S. District Court sentenced Mandhai to 140 months in federal prison in October 2002; he was subsequently re-sentenced in October 2004 to 168 months in federal prison.

ICE took Mandhai into custody March 9, 2015 following his release from the Terre Haute Federal Correctional Institution in Indiana. He was ordered removed from the United States March 26 by a federal immigration judge.

ERO officers removed Mandhai from the United States to Karachi, Pakistan, via commercial aircraft that departed Chicago O’Hare International Airport May4. Upon arrival in Pakistan May 6, ERO officers turned over Mandhai to Pakistani officials.

"ICE will continue to focus its enforcement operations on identifying, arresting and removing convicted criminals who pose the greatest risk to our communities," said ERO Chicago Field Office Director Ricardo Wong. "Removing identified terrorists from the United States is critical in securing America's borders and safeguarding the country."
