    The Department of Homeland Security (DHS) would be funded through February 27, 2015 at the Fiscal Year 2014 spend rate of $39.270 billion as a Continuing Resolution (CR) to the House Consolidated and Further Continuing Appropriations Act.

    The omnibus appropriations bill unveiled by the House Committee on Appropriations Tuesday includes 11 FY 2015 Appropriations bills and the CR maintaining the current rate of Homeland Security funding until next February 27th.

    Additional provisions in the current CR and carried forward under the new CR includes extending the authorization for the Chemical Facility Antiterrorism Standards (CFATS) program; extending the authority for the Science & Technology Directorate to enter into Other Transaction Agreements (OTA); and provides authority for Immigration and Customs Enforcement and Customs and Border Protection to obligate funding at rates necessary to sustain staffing, border security and immigration enforcement operations and Air and Marine operations, and requires compliance with the 34,000 detention bed mandate.

    Additional provisions included under the new CR includes providing authority for the US Secret Service to obligate funding at a rate necessary for Presidential candidate nominee protection (hiring and training agents), and directing DHS to continue preparations to award a construction contract for the National Bio- and Agro-Defense Facility by May1, 2015.

    “By continuing current funding levels for the Department of Homeland Security, we allow the agency to maintain essential security functions for the next few months,” House Committee on AppropriationsChairman Hal Rogers (R-Ky.) said.

    However, ranking committee member Nita Lowey (D-NY) said, “I remain disappointed the majority refuses to fund homeland security agencies beyond February in response to the President’s actions related to immigration. I strongly oppose several policy riders included in this final agreement, but I am pleased Democrats were able to eliminate many of the most damaging provisions. Facing insufficient spending caps and challenging policy disputes, I am pleased that good-faith negotiations resulted in a product that members can decide whether or not to support.”

    The omnibus bill also contains the FY 2015 Defense Appropriations bill, providing funding for our nation’s security, military readiness and resources for troops at home and abroad. The bill would fund important Department of Defense programs and projects, a pay raise for our troops and the advancement of our military operations to protect the nation from current and future threats.

    The bill also includes $64 billion in Overseas Contingency Operations (OCO) funding to provide needed resources and training for troops in the field, to combat the threat presented by ISIL, to train and equip Iraqi allies and to reinforce European countries facing Russian aggression.

    How amusing is that. They run out of money again on what was Kevin's birthday. By then I will be ready for arguing that the entire department be denied funds, because they were funded for unconstitutional purposes. It has got to go! Or we have to get it on!
