An Inside Look at Three Sheriff’s Departments Using 287(g)

DHS Secretary Janet Napolitano took a swipe at her erstwhile rival, the popular Sheriff Joe Arpaio of Maricopa County, by unceremoniously yanking his investigative 287(g) program late last week. Since previous audits found no serious problems, DHS seems to be throwing a bone to the many ethnic and civil liberties groups who resent Arpaio’s unapologetic attention to addressing the crime problems resulting from illegal immigration, and who are constantly clamoring for the program to be ended entirely. To their dismay, DHS definitely wants to keep Arpaio’s jail removal program, which has so far identified more than 18,000 criminal aliens, and dozens of other 287(g) programs remain intact around the country. Webcast on 287(g): Law Enforcement Group Moderated by CIS Analyst

WASHINGTON (October 8, 2009) – The Center for Immigration Studies and the Law Enforcement and Public Safety Channel hosted a webcast on the 287(g) program. The webcast, moderated by CIS Director of Policy Studies Jessica Vaughan, features representatives of three local law enforcement agencies that have successful 287(g) programs in place: Harris County, Texas; Collier County, Fla.; and Whitfield County, Ga.

This is a rare opportunity for those interested in the 287(g) program to hear directly from those law enforcement professionals who use it. The 287(g) program was created by Congress on behalf of local communities that have problems with illegal immigration and crime. It enables local law enforcement agencies to provide direct assistance to ICE in deporting foreign nationals who commit crimes in their jurisdictions. The panelists describe how it has helped them make their communities safer and save scarce public funds for law enforcement and correctional costs.

The panelists are:

Michael J. Williams, Commander, Collier County (Fla.) Sheriff's Department. Commander Williams is in charge of the Collier County Sheriff 's Office Criminal Alien Task Force (Operations) as well as being one of the Sheriff's Legal Counsels. He graduated magna cum laude with a J.D. from Quinnipiac University School of Law and is former United States Army Reserve, Virginia National Guard, and U.S. Border Patrol.

Michael E. Lindsay, Lieutenant, Harris County (Texas) Sheriff's Office. Lieutenant Lindsay of the Processing Division of the Criminal Justice Bureau of the sheriff's office joined Harris County law enforcement in 1978 at the age of 18 and is now part of the third largest sheriff's department in the U.S. with a force of nearly 2,400 sworn deputies protecting over 4 million citizens. He is assigned to the Processing Center where he helped design and presently oversees the 287(g) program.

David Wesley Lynch, Lieutenant, Whitfield County (Ga) Sheriff’s Office. Lynch has been with the Whitfield County Sheriff's Office in Dalton, Ga. since March, 2001. He is now responsible the leadership and supervision of detention personnel, and was a member of the policy review board for detention procedures.
