SAN DIEGO — When the Department of Homeland Security (DHS) came up with the idea of America’s Waterway Watch — which asks recreational boaters to be on the lookout for suspicious activities — they likely had in mind scenarios such as one that played out July 31.

Apprehended — A small boat overloaded with 20 suspected illegal immigrants was stopped by the Coast Guard, after officers received a tip from a local boater. The suspects were apprehended as they cruised through “Smugglers Corridorâ€
