U.S. Citizenship and Immigration Services (USCIS) wants to organize two different focus groups per year -- one involving 500 immigrants; the other involving 500 “stakeholders” -- in order to gain further insights and early warnings, and improve the delivery of its communications, training and overall operations.
The agency says it is not looking for quantitative information from these focus groups, which could be used to generalize across the entire population, but rather for qualitative information that could help it improve its activities. “This data collection will not be used to generate quantitative information that is designed to yield reliably actionable results, such as monitoring trends over time or documenting program performance,” explained USCIS in a Federal Register notice it published on Feb. 8.
USCIS says it anticipates that 500 immigrants and 500 stakeholders will each require an average of 90 minutes to respond to its yearly inquiries.
The agency invites comments about this information-gathering request from members of the public by April 9, which can be emailed to USCISFRComment@dhs.gov .

Stakeholders are anyone who has an interest in the project. Project stakeholders are individuals and organizations that are actively involved in the project, or whose interests may be affected as a result of project execution or project completion. They may also exert influence over the project’s objectives and outcomes.
