Illegal Alien in Fla. Drug Bust Deported 3 Times, Easily Reentered U.S.

A startling drug trafficking case out of south Florida is especially disturbing because the illegal immigrant caught with more than half a million dollars in crystal methamphetamine had been deported three times in three months shortly before the drug bust. A few months after the third deportation, the Mexican national returned to the United States with a partner and a vehicle stuffed with thousands of grams of pure crystal meth. The drugs have a street value of about $560,000, according to estimates issued by federal authorities.

The thrice deported illegal immigrant, Saul Bustos Bustos, and his partner in crime, fellow Mexican Irepan Juanchi Salgado, got arrested when they tried to sell five kilograms of crystal meth to undercover Drug Enforcement Administration (DEA) agents in Miami. The exchange occurred in November and this week both men pled guilty to conspiring to possess with intent to distribute drugs. “During the transaction, the defendants, who possessed a total of 3,717 grams of 98% pure crystal methamphetamine, worked together to transfer the drugs from their vehicle to the undercover officer,” according to a statement from the Department of Justice. “Bustos Bustos also pled guilty to illegal reentry after removal, after reentering the United States subsequent to removal on April 13, 2017, July 6, 2017, and July 19, 2017.”

It’s not clear how or where Bustos Bustos entered the country after getting deported, but court documents reveal he drove from Atlanta with the drugs as part of an operation based in Georgia and New York. On November 28, the two Mexican men drove to a restaurant in the Miami Dade County city of Hialeah to make the sale. The customer, an undercover DEA agent, followed the drug dealers to a warehouse to complete the transfer and the Mexican men got arrested. Bustos Bustos is scheduled to be sentenced on March 29 and faces life in prison. Salgado’s sentencing date has not been set, but he also faces a lengthy jail sentence for the narcotics conviction. Authorities say his brother, Luciano Salgado, is a renowned meth dealer.

Previously deported illegal immigrants have reentered the U.S. to commit a multitude of atrocious crimes over the years, but this one sticks out because President Donald Trump vowed to tighten border security and the violations occurred after he took office. Under the famously lax Obama rules, this type of thing was par for the course. In fact, the former president’s own uncle, Onyango Obama, an illegal immigrant from Kenya, reentered the U.S. and even got a driver’s license after getting deported. Uncle Onyango lost the license for driving drunk and was somehow able to obtain a special “hardship license” from the Massachusetts Registry of Motor Vehicles even though he wasn’t even supposed to be in the United States and had been removed.

Just a few months ago a previously deported gang member was charged with attempted murder and kidnapping in the northern Colorado city of Ft. Collins. The illegal alien from El Salvador, Angel Ramos, was deported from Texas to El Salvador last year after getting arrested for domestic violence. Somehow, he reentered the U.S. and tried to kill a woman by stabbing her repeatedly with a screw driver then running her over with his car before trying to stuff her in the trunk. Ramos is a confirmed member of the violent street gang Mara Salvatrucha (MS-13) and is wanted for homicide in his native El Salvador, according to information provided to the media by the U.S. Marshals Service. In November the 36-year-old was charged with attempted murder, assault, menacing with a deadly weapon, kidnapping, domestic violence and criminal impersonation.

Back in 2014 a Judicial Watch investigation uncovered that a twice deported illegal immigrant was a key figure in a sophisticated narco-terror ring. The Mexican national, Hector Pedroza Huerta, plotted a Chicago truck bombing with two of the FBI’s “most wanted” terrorists and was deeply involved in smuggling drugs and weapons. The narco-terror ring that Huerta helped operate after being deported two times from the U.S. runs from El Paso to Chicago to New York. Though he was an illegal alien with a substantial criminal record and deportation history, Huerta lived in El Paso and planned several bomb plots targeting oil refineries in Houston and the Fort Worth Stockyards. He is also alleged to have smuggled explosives and weapons from the Fort Bliss range and exercise areas in concert with corrupt US Army soldiers and government contractors with gate passes at the El Paso base.

El Paso Narco-Terror Figure Exposed by JW Pleads Guilty

A key figure—illegal alien Hector Pedroza Huerta—in a narco-terror ring that runs from El Paso to Chicago to New York City has pleaded guilty to federal immigration charges in Texas, Judicial Watch has confirmed.

Earlier this week JW reported that Huerta’s partner in crime, Emad Karakrah, was arraigned in Chicago where he’s been jailed since taking police on a high-speed chase and threatening to blow up his car. The two men have quite a history and a few years ago met with two of the FBI’s “most wanted” terrorists: Jaber A. Elbaneh and Adnan Gulshair el Shukrijumah(a/k/a: “Javier Robles”). The meetings took place in a private home in Anthony, NM. The four men discussed the movement of drugs, money and people. The plots were further planned by fellow conspirators at a “mosque” on Redd Road in El Paso, as well as two other “mosques” in the city. Karakrah, Huerta, Elbaneh and el Shukrijumah all met again in Anthony, NM in March 2014 according to Judicial Watch sources.

On August 13, Huerta was arrested in El Paso for driving intoxicated, a crime he has been twice convicted of (in 2009 and 2011). The feds quickly took over, charging him for the third time in five years with “reentry of a deported alien,” court records show. A federal magistrate judge granted the government’s order to hold Huerta without bond on August 19 and a few weeks later Huerta pleaded not guilty to the immigration charges, according to court records obtained by JW.

But on October 7 Huerta was granted a “rearraignment” that ended up getting reset to October 9. At that “rearraignment” the illegal alien changed his plea to guilty, court records show. He is scheduled to be sentenced on December 16 at 9 a.m. in courtroom 422 at the U.S. District courthouse in El Paso. Of interesting note is that the sentencing judge, Frank Montalvo, also presided over another one of Huerta’s immigration cases (in 2009).

Like Karakrah, Huerta is believed to be deeply involved in smuggling drugs and weapons. Though he is an illegal alien, he has resided in the El Paso area for years. Huerta is alleged to have smuggled explosives and weapons from the Fort Bliss range and exercise areas in concert with corrupt US Army soldiers and government contractors with gate passes at the El Paso base. In 2009 he partnered with Karakrah to plan a Chicago truck bombing that was thwarted. Between December 2010 and February 2011, Huerta and Karakrah also planned two additional bomb plots targeting oil refineries in Houston and the Fort Worth Stockyards, according to Judicial Watch sources.

It was JW that earlier this month connected the dots between these two seemingly unrelated arrests in different parts of the country. JW’s initial report helped expose a nexus of Islamic terror and drug-cartel trafficking operating from El Paso, which ironically has been nationally recognized for years as the safest city in America.

A sophisticated narco-terror ring with connections running from El Paso to Chicago to New York City has been uncovered with the help of Judicial Watch. This narco-terror ring involves two of the FBI’s “most wanted.”

On the morning of August 27, 2014, Emad Karakrah led police on a high-speed chase through Chicago streets as an Islamic State of Iraq and Syria (ISIS) flag waved from his car. When Chicago Police finally stopped and arrested Karakrah, he told officers his car was rigged with explosives that would detonate if searched. Bomb disposal units secured the vehicle without incident. The arrest of Karakrah, 49 years old, helped expose a narco-terrorist network with roots and financing in El Paso.



Authorities believe Karakrah may have been “acting out” during the Chicago flag and bomb threat incident, in the frantic, desperate belief that the rest of his terrorist network had been apprehended by U.S. law enforcement.

Judicial Watch warned the public on August 29th of an imminent terrorist attack in the vicinity of El Paso, based on reporting from its own sources. (The Obama administration vehemently denied any imminent terror threat until two weeks after Judicial Watch’s report – then reversed its position and largely adopted Judicial Watch’s warning.) Karakrah’s Chicago meltdown occurred because he knew his El Paso and Juarez based networks were under pressure and collapsing. Simply stated, Karakrah was alone, panicking, and may have been seeking “martyrdom by cop.”

Karakrah is a logistics and transportation operative for militant Islamists in the United States, according to sources close to the investigation. He moves people, weapons, explosives, drugs, money, and other materiel to terrorist cells operating in Chicago, Brooklyn, NY and Saddle Brook, NJ — among other locations across the United States. More than a decade ago Karakrah smuggled drugs and weapons for the Juarez drug cartel in Mexico. In July of this year, he was on a supply run to a militant Islamist cell operating out of a basement in Brooklyn, sources tell Judicial Watch.

Karakrah is, allegedly, also a former FBI confidential informant who has gone rogue, breaking contact with his bureau handlers. Sources tell Judicial Watch that legal proceedings against Karakrah in Chicago have now twice been delayed because of FBI “equities.” He remains in Cook County Jail. On October 15, 2014 Judicial Watch was present at Karakrah’s court hearing in Cook County Court. He appeared with a public defender before Judge Evelyn B. Clay in courtroom 402 wearing a tan prison uniform with “2XL” on his chest. Karakrah’s hair was closely cropped and he had a beard and mustache. The prosecutor told the judge that the state had not completed discovery and the judge set a status conference for October 29. The hearing lasted about two minutes and Karakrah was hauled back to jail.

Before moving to Chicago sometime in 2011, Karakrah lived in Anthony, NM and a suburb of El Paso, TX. His ex-wife and two children remain in the El Paso area. In 1999 Karakrah pleaded guilty to felony “Criminal Sexual Penetration of a Child, Ages 13-16” as well as a related conspiracy charge, according to public records. Law enforcement sources characterized Karakrah as a “dangerous, crazy thug.”

Karakrah’s other El Paso connection is a friend and business associate, Hector Pedroza Huerta. He is a 44 year old, illegal alien currently residing in the El Paso County Jail Annex after his third arrest in August 2014 for “Driving While Intoxicated.” Huerta is reportedly now a “kitchen trustee” in the Jail Annex while awaiting court proceedings on federal immigration charges for “unlawful reentry of a removed alien.” His next federal court date is reportedly October 7, 2014.



Like Karakrah, Huerta is also believed to be deeply involved in smuggling drugs and weapons. Though he is an illegal alien, Huerta has resided in the El Paso area for years. He has ties to a wealthy American in El Paso with business interests in the transportation industry. The wealthy owner of the transportation business is believed to protect Huerta and provide him with free legal counsel in exchange for Huerta’s continued silence concerning certain aspects of the transportation business.

Huerta is alleged to have smuggled explosives and weapons from the Fort Bliss range and exercise areas in concert with corrupt US Army soldiers and government contractors with gate passes at the El Paso base. In 2009 he partnered with Karakrah to plan a Chicago truck bombing that was thwarted. Between December 2010 and February 2011, Huerta and Karakrah also planned two additional bomb plots targeting oil refineries in Houston and the Fort Worth Stockyards, according to Judicial Watch sources.

During the 2010/2011 timeframe, Karakrah and Huerta met with two of the FBI’s “most wanted” terrorists: Jaber A. Elbaneh and Adnan Gulshair el Shukrijumah (a/k/a: “Javier Robles”). The meetings took place in a private home in Anthony, NM. The four men discussed the movement of drugs, money and people.

The plots were further planned by fellow conspirators at a “mosque” on Redd Road in El Paso, as well as two other “mosques” in the city.

Karakrah, Huerta, Elbaneh and el Shukrijumah all met again in Anthony, NM in March 2014 according to Judicial Watch sources.

With both Karakrah and Huerta in custody, federal law enforcement officials have an extraordinary opportunity to break the powerful narco-terrorism grip on El Paso – assuming they can overcome internecine turf wars between the various agencies of the Justice Department and the Department of Homeland Security. Judicial Watch “connected the dots” in this narco-terrorism network for federal law enforcement.

For too long, “experts” have discounted the level of cooperation between Mexican drug cartels and Islamist militants. Meanwhile terrorists, weapons, drugs and money cross back-and-forth over the border virtually undetected, in a city long known as the “safest in America.”

Two recent, seemingly unrelated, arrests expose the nexus of Islamic terror and drug cartel trafficking operating from El Paso, that in the last four years has been nationally recognized for having the “lowest crime rate ranking” among municipalities with populations over 500,000.
