Ky bill would bar illegal immigrants from welfare

FRANKFORT, Ky. —


A bill intended to keep illegal immigrants from getting welfare benefits in Kentucky is up for a committee vote Thursday.


The measure is on the agenda for the Senate Judiciary Committee that meets at 10 a.m. in the Capitol Annex.


Republican Sen. Mike Wilson of Bowling Green is sponsoring the legislation that would require welfare applicants to present proof of their U.S. citizenship. Without that proof, applicants would be ineligible for the government benefits.

What is funny though, is that this SHOULD have been the law nationwide and mandatory all along..We've lost so much by supporting illegals.
All the more reason to stay on top and push these bills through now, maybe we can recover a fraction of what we have lost

Just reported on radio that this bill made it through committee.

and the state can't send a check to a minor,
so they send the check to their parents?

It does NOT say the anchor baby citizen's welfare check can't be sent to the illegal alien parent.

AN ACT relating to restricting welfare and public benefits for illegal aliens.
Create new sections of KRS Chapter 15 to require all applicants for public benefits to either present a secure and verifiable document verifying United States citizenship or submit an affidavit verifying legal presence in the United States; require an agency with an applicant who submits an affidavit to verify the person's legal presence in the United States using the Systematic Alien Verification for Entitlements or SAVE program to verify legal status; prohibit eligibility for a public benefit to any person whose legal presence is not verified within 30 days; require the Attorney General to post a list of secure and verifiable documents to be accepted as verifying legal presence in the United States; require the list to be reviewed and updated annually; create a new section of KRS Chapter 186 to require the Transportation Cabinet to use the SAVE program to verify citizenship of applicants for an operator's license; prohibit the issuance of an operator's license if the legal presence of the applicant cannot be verified.

Senate panel OKs citizenship proof for welfare benefits

Federal law prohibits illegal immigrants from receiving most forms of welfare, including Medicaid, food stamps, public housing and Temporary Assistance for Needy Families. Their U.S.-born children, if they have any, automatically are citizens and are eligible.

Sen. Mike Wilson, R-Bowling Green, said he has heard stories about illegal immigrants who used dishonest measures to get into the welfare system and collect benefits. He could not provide data or specific examples.

"We have no way of knowing how many that there are,"

Wilson said after the Senate Judiciary Committee approved his Senate Bill 118 and sent it to the Senate floor.

Wilson's bill would require the attorney general, by Aug. 1, to make public a list of acceptable state and federal documents to establish citizenship or legal residency. After that, state agencies granting public benefits would have to check those documents.

After the hearing, spokeswomen for the Kentucky Cabinet for Health and Family Services said they could not immediately explain the state's existing procedure for screening applicants for public benefits.

Democratic senators on the committee voted for the bill, although they raised concerns about the availability of official documents. Some native-born Kentuckians do not possess driver licenses, passport or — in rare instances of people born at home — even birth certificates, they said.
Also Thursday, the committee approved:

■ Senate Bill 5, which would make the Office of Attorney General a nonpartisan post. The sponsor, Sen. Katie Stine, R-Southgate, said the state's top prosecuting job should not be political or a stepping stone for higher office. The current attorney general, Jack Conway, is a Democrat, but Stine said the bill is not intended to criticize him.
