    Arrest Warrant Issued for Possible Illegal Alien with Drug-Resistant Strain of Tuberculosis

    STOCKTON, Calif. (AP) — Prosecutors in Central California have obtained an arrest warrant for a tuberculosis patient who they say is contagious and has refused treatment.

    San Joaquin County Deputy District Attorney Stephen Taylor said Thursday that police are looking for 25-year-old Eduardo Rosas Cruz, a transient who comes from a part of Mexico known for a drug-resistant strain of tuberculosis.

    Tuberculosis spreads through the air when infected people cough, sneeze, or otherwise expel air from their lungs. The disease can be deadly.

    Prosecutors say Rosas Cruz was diagnosed in March when he went to the hospital for treatment of a severe cough. He was supposed to stay in a motel room, where a health worker would deliver his medication and watch him take it. But prosecutors say he took off.

    He is one of how many? Does anyone else consider a motel to be a proper quarantine? How long did hey wait to issue the arrest warrant? Our government sure considers the people who pay them when making these great humanitarian decisions, decisions that harm the electorate for at least 28 years it is what has ben done, still we have not stopped it?

    On July 16th 3 Norteno gang members robbed a Bank of the West in Stockton, took 3 woman hostage and led over 50 police cars on a hour long chase. Two wounded hostages either jumped or were thrown out of the car while traveling 50 - 100 mph. The last hostage a 41 year old mother was used as a human shield in the final shootout.

    I am afraid of even going anywhere near Stockton and they want me to go there for jury duty.

    STOCKTON, CALIF. (AP) – Prosecutors in Northern California said Thursday that they have obtained an arrest warrant for a tuberculosis patient who has refused treatment and may be contagious, putting those around him at risk.

    Eduardo Rosas Cruz, a 25-year-old transient, went to the San Joaquin General Hospital's emergency room in March, complaining of a severe cough. Diagnosed with tuberculosis, medical staff told him to stay in a Stockton motel room, where a health worker would deliver his medication and watch him take it. But officials say he took off.

    County health officials asked prosecutors to seek the warrant, in part, because Rosas Cruz comes from a part of Mexico known for its drug-resistant strain of tuberculosis. County health officials are searching for Rosas Cruz, and his name is in a statewide law enforcement system, San Joaquin County Deputy District Attorney Stephen Taylor said.

    "He could be in a homeless shelter. He could be around the corner from the courthouse," Taylor said. "We don't know."
    Tuberculosis spreads through the air when an infected person coughs or sneezes. The disease most commonly infects a person's lungs. It can cause death if left untreated.

    Catching tuberculosis requires extended contact with a contagious person, said San Joaquin County's public health officer, Dr. Alvaro Garza, adding that it is unclear if Rosas Cruz is contagious. Rosas Cruz needs a nine-month regime of medicine, which Alvaro said the patient is not near to completing.

    "If you stop taking it, it comes roaring back," Alvaro said.

    In court papers filed in support of the warrant, public health officials say Rosas Cruz resisted treatment from the start. He also uses crack cocaine and methamphetamine, officials said, adding that he could develop the drug resistant strain if he hasn't already.

    "We need help getting him in," Alvaro said. "We've not been able to find him in places he's told us he's going to be."

    Rosas Cruz initially went to the hospital after feeling shortness of breath for two weeks, had a high fever and had lost considerable weight, in addition to the cough, according to court papers.

    Taylor, who prosecutors public health cases, said he seeks arrest warrants like this once or twice each year.

    In mid-2012, officials in San Joaquin County arrested Armando Rodriguez, who refused tuberculosis treatment. Taylor said Rodriguez, age 34 at the time, was released Jan. 7, 2013.

    By law, health officials can't force a patient to be treated for tuberculosis, but officials can use the courts to isolate him from the public. That is when officials offer treatment.

    Taylor, who did not know the status of Rosas Cruz's residency, said he is not interested in punishing him through the criminal court system. Rather, Taylor said he is using the courts to protect the public's health.

    "We're interested in this guy because he broke the orders of the health officer," Taylor said. "It's all that's left on the shelf."

    A California man who disappeared after refusing treatment for tuberculosis, which can be contagious and spreads by coughing or sneezing, was found and arrested on charges of refusing to comply with health officials, a prosecutor said Tuesday.

    Eduardo Rosas Cruz, 25, was arrested late Monday in Kern County, San Joaquin County Deputy District Attorney Stephen Taylor said. Before Rosas Cruz can be sent back to San Joaquin County, he has to be medically cleared, which could take weeks, Taylor said.

    Authorities last week obtained an arrest warrant for Rosas Cruz, saying he was diagnosed with tuberculosis in March after going to San Joaquin General Hospital's emergency room with a severe cough.

    Medical staff at the hospital told him to stay in a Stockton motel room, where a health worker would deliver his medication and watch him take it. But he left, officials said.

    The criminal complaint charges Rosas Cruz with one misdemeanor count of refusing to comply with a tuberculosis order.

    Rosas Cruz is a transient and comes from an area of Mexico known for a drug-resistant strain of TB, authorities said.

    He was arrested on the San Joaquin County warrant during a traffic stop in Lamont, a community about 15 miles southeast of Bakersfield, said Ray Pruitt, a spokesman for the Kern County Sheriff's Office. Officers took him to the Kern Medical Center in Bakersfield.

    Rosas Cruz needs to undergo testing to determine if he is still contagious, health officials have said. If untreated, tuberculosis can be deadly.

    The goal of prosecuting a tuberculosis patient through the criminal courts is not to punish him, but to protect the public, Taylor said.

    Man Who Refused Tuberculosis Treatment Held In Isolation At California Jail

    RESNO, CALIF. (AP) – A man is being held in isolation at a Central California jail on allegations he has refused to submit to an exam to check for tuberculosis.

    The Fresno Bee reports that 59-year-old Steven Reyes was scheduled to be arraigned remotely from his Fresno County jail cell Wednesday, but a judge had difficulty hearing him and continued the hearing until Monday. He is facing a misdemeanor charge.


    According to court records, Reyes was deemed a sexually violent predator and committed to a state hospital in December. Authorities say he has since shown symptoms of TB disease, the active, contagious form of the illness. But they say he has refused to take a chest X-ray to determine whether he has the condition.


    Reyes' case is similar to one in San Joaquin County, where authorities arrested 25-year-old Eduardo Rosas Cruz last month on charges he has refused TB treatment.
