In particular, he has had enough of Janet Napolitano. In a letter to the UC President on December 15th, Rohrabacher condemns Napolitano for her written commitment to allow illegal immigrants to receive federal funding and to keep the school a safe haven for them.
Representative Rohrabacher warns that any action that goes against federal law will have dire consequences, specifically loss of research funding.
“I assure you that, in the next session of Congress, those who receive and spend federal dollar in a manner that includes people illegally present in our country will find it difficult to obtain those funds.”

He continues:
“Your commitment to spending scarce resources to finance people illegally present in the United States is unacceptable and a flagrant misuse of taxpayer money. This is an insult to Americans and legal immigrants who pay your salary.”
In Napolitano's statement, she writes:
“...will vigorously protect the privacy and civil rights of the undocumented members of the UC community and will direct its police departments not to undertake joint efforts with any government agencies to enforce federal immigration law.”
The UC system is not the only university system to pledge a commitment to housing illegal immigrants. According to the
According to the Campus Reform, after Trumps's election win in November, many colleges pledged to make their campus's “sanctuary cities” in hopes of keeping an impending Trump presidency from cracking down and deporting immigrants in university campuses illegally. Elite schools such as Yale, Harvard, and Brown were the first of many who started an on-campus movement for such an initiative.

Campus Reform in early December also reported that ten schools in Texas, including the entire University of Texas system, have pledged such a similar commitment. Hundreds of schools across the U.S. are also wanting to implement “sanctuary campus” policies in the near future.
