Fence Building Stops At The River's Edge

Fence Building Stops At The River's Edge

    "It's overwhelming. Overwhelming."

The first words of Arizona Congressman Raul Grijalva as he climbed out of an SUV along the US/Mexican border and laid eyes on the border fence.

It is his first trip to see the fence that has created so much controversy in the halls of Congress, has been debated from LA to NY and has divided political parties.

The Congressman was invited to the fence by the Defenders of Wildlife, who are fighting the fence's encroachment into the San Pedro River near Sierra Vista.

It's now 1200 yards away from the river's banks but work has stopped at the edge of an archeological site. When work begins again, is anyone's guess.

"They've constructed miles and miles of border fence in the last three or four months and I think they're just working on how to complete this section," says Matt Clark of the Defenders of Wildlife. "I don't think it's slowing things down too much."

It's also not slowing down immigration according to the people who live along the border. "I'm 67 years old and there are many places I can get over the fence," says Bill Odle, who lives just a few feet from the border. "It doesn't stop anyone."

Even Grijalva says the fence was not built to keep people out. "It's political symbolism," he says.

"It's a way of telling people we're doing something when in reality we're not doing anything. Border policy is broken," says the Congressman.

But his greatest concern, he says, is the decision by DHS Chief Michael Chertoff to waive the law in order to continue construction. A judge ruled construction should stop until an environmental assessment is completed. But Chertoff, used a provision of the REAL ID act to waive 20 laws to allow construction to proceed despite the judge's decision.

"We have the rule of law in this country and the rule of law says you go through a process. That you're transparent. That you go through all the steps when you make a decision," says Grijalva.

The Defenders of Wildlife are challenging the constitutionality of the decision.

Grijalva says he came to the border to see it first hand, "to feel the land, understand it and see the immensity of the fence.

He says what he saw will be a big help in the future.

"When I go back to Washington, I'll see if I can convince four or five of my fellow colleagues from other parts of the country to come down so they can have a better look. They vote yes for the fence because they don't understand the impact," he says.

Border disharmony: Congressman, TV newsmen inspect river

    By Jonathon Shacat
    Herald/Review
PALOMINAS — U.S. Rep. Raul M. Grijalva toured the ongoing border fence construction project at the San Pedro Riparian National Conservation Area on Monday to raise awareness for his proposed Borderlands Conservation and Security Act.

Grijalva, representing Arizona’s 7th Congressional District, and fellow Democrat Gabrielle Giffords of the 8th District are the only two of Arizona’s eight U.S. representatives whose districts abut the U.S.-Mexico border. Giffords’ district includes all of Cochise County.

Grijalva observed portions of the border fence and listened to concerns voiced by host Bill Odle, a nearby landowner who is opposed to the construction because it will negatively impact wildlife and create “a false sense of security.â€

Fence Building stops at the River's Edge

Rep. Raul Grijalva has introduced two pieces of legislation--H.R. 3287 (the "Wilderness Bill") and H.R. 2593 (the "Borderlands Conservation and Security Act of 2007")--dealing with this area which are being opposed by "RightMarch.com" because they say these bills "would open a huge clear path for illegals and drug running while limiting the ability of law enforcement to intercede."
