MAN ARRESTED ON FEDERAL IMMIGRATION CHARGES
By Ryan Blessing - The Sun Staff

CHARLESTOWN - Police arrested three Brazilian nationals living in Danbury, Conn., outside of Burlingame State Park on Saturday after learning one was wanted by the Department of Homeland Security on federal immigration charges.

The two other men were charged with motor vehicle violations, police said.

Police said they observed the three men on motorcycles on Route 1 approaching Burlingame Park when one of the drivers "began to operate in a manner dangerous not only to himself but to others operating on the highway," a police report said. Police stopped the motorcycles outside the entrance to Burlingame.

One of the men, identified by a Connecticut drivers' license as Afranio M. Franco, 43, is wanted by the U.S. Department of Homeland Security, Division of Immigration and Customs Enforcement, police said.

Franco is wanted on an immigration violation of being a deported felon from a previous conviction of illegal smuggling of aliens in Texas in October 2000, police said.

Immigration and Customs provided Charlestown police with information on Franco, who was transported to the Donald W. Wyatt federal detention facility in Central Falls, where he is being held pending action by Immigration and Customs Enforcement.

Ruy D. Serrao, 27, was charged with reckless driving and operating a motorcycle while his license was suspended.

Also, Jamir G. Avelar, 43, was charged with operating a motorcycle without a license and obstructing police.

Police sent the fingerprints of all three men to the FBI's Special Processing Center in West Virginia, where their identities were confirmed before their final disposition from Charlestown police station, authorities said.

Serrao and Avelar were presented before Justice of the Peace Matt Lewiss, where not guilty pleas were entered on their behalf. They were released on $300 cash bail, with a scheduled July 14 appearance in Washington County District Court.

    Illegal Immigrant Attitude

The odds are that the two they released are never going to show up for their court date.

For them to be speeding and popping wheelies operating a motorcycle without a license is just their right. They are celebrating, who has the right to impose a bunch of restrictions being in a free country. If the Americans want to put restrictions they are just rednecks.

Never mind that Brazil has motor las and Americans have to follow the laws they are flouting.

Richard, I do not understand this post. What do you mean it is their right? You have to take a test and have a license to operate a motorcycle on American streets, roads and highways. If you do not have a license and operate the vehicle, then you have broken the law. If your license is suspended and you operate the vehicle, then you have broken the law.

I do not understand this post about the police being "rednecks" placing restrictions.

I also do not understand the post about the guys "celebrating". The article does not say that. When people on motorcycles have an accident, they are usually killed or left as quadraplegics or lose limbs. Motorcycles are very dangerous because there is no protection when you are thrown and another vehicle involved runs over you.

Also, it is hard sometimes for other motorists to avoid accidents with motorcycles because at certain angles they are in "blind spots" and if they are darting through traffic, the motorist can't see them until it is too late.

Hopefully, they are not being "picked" on for some reason and the traffic stops were legitimate. There is nothing in the article to conclude there was any wrong-doing by the police.

Please elaborate if you will what it is about this incident that bothers you.
