    Troopers angry over alleged quotas

    HOUSTON—A Department of Public Safety trooper says he and some of his colleagues have been forced to fulfill immigration enforcement duties and comply with illegal quotas.

    The trooper, who wishes to remain anonymous, is outraged.

    The policy in question is spelled out in documents obtained by 11 News.

    The first memo discusses the so-called image verification system cases. It says troopers must turn in at least two of those cases per week.

    The second memo threatens to suspend time off entitlements and secondary employment for troopers who refuse to comply.

    The author of the memos is Region 2A Captain Jerome Powell. 11 News first told you about Powell several months ago when he issued another memo that seemed to establish quotas.

    Under state law, quotas for law enforcement agencies are illegal, and DPS is not in charge of immigration enforcement.

    This is a story about four people named EVERYBODY, SOMEBODY, ANYBODY and NOBODY. There was an important job to be done and EVERYBODY was sure that SOMEBODY would do it. ANYBODY could have done it, but NOBODY did it. SOMEBODY got angry about that because it was EVERYBODY'S job. EVERYBODY thought that ANYBODY could do it but NOBODY realized that EVERYBODY wouldn't do it. It ended up that EVERYBODY blamed SOMEBODY when NOBODY did what ANYBODY could have done!

    That's right. Civil servants should mirror the private sector. When we are told to increase production, we either do it or get fired.

    I'm sure DPS would respond to a bank robbery, rather than pointing out that robbing a bank is a federal offense.

    We don't hear this Trooper whining about speeding ticket quotas. It shouldn't be hard to meet the quota discussed here. I lived in Texas for 5 1/2 years so I know it is FULL of illegal aliens.
