A man removed from the United States five times is charged again in federal court with illegal re-entry.
Ricardo Ibarra-Toscano, who is from Mexico, is scheduled to be arraigned Tuesday in U.S. District Court, Davenport.
The federal charges were filed while Ibarra-Toscano was serving a 30-day sentence in the Muscatine County Jail on a state conviction of interference with official acts. A state possession with intent to deliver cocaine charge was pending.
He was released to the custody of the U.S. Immigration and Customs Enforcement, or ICE, on March 4.
According to records unsealed this week, he told ICE officials he thought he was last deported in 2006. He also admitted that he has not applied for permission to re-enter the U.S., records state.
Fingerprint analysis showed that Ibarra-Toscano has been removed from the U.S. on five prior occasions under two different registration numbers, records state.
The analysis showed he was removed on Feb. 17, 2009, through the Nogales, Ariz., Port of Entry under the name of Ricardo Melendez-Abalos, records state.
Previously, he had been ordered deported by an immigration judge on Dec. 16, 1996, in Los Angeles and again on Jan. 28, 1997, in San Diego. He also was deported in 2003 after immigration proceedings in California.
His criminal history shows July 17, 1998, convictions for methamphetamine and drug manufacturing in Orange County, Calif. He was sentenced to three years.
Ibarra-Toscano has been arrested at least 21 times, records state.
