    Charge: Bellevue murderer lived as brother he killed

    Investigators say killer sneaked back into U.S. months after deportation

    Federal prosecutors say a former Bellevue resident expelled from the United States after killing his brother returned to the country after assuming his dead brother’s identity.

    Junne Kyoo Koh is alleged to have obtained a driver’s license and purchased several guns while living as his dead brother, Sang Koh. Junne Koh killed his brother in 1984 and served eight years in prison before being deported to South Korea.

    Koh, 54, came to the attention of Bellevue police in early 2014 after he called them claiming that the surviving members of his family had been kidnapped. According to federal gun charges filed Monday in U.S. District Court, Koh admitted to police in an email that he’d taken his brother’s identity.

    “I am not allowed to live in the United States,” Koh said in the email, according to charging papers. “I therefore use many identities. … Hope you understand my situation.”

    Early on the morning of Dec. 12, 1984, Koh fatally shot his 16-year-old brother as the teen laid in bed. Koh was convicted of second-degree murder the following year. He remained imprisoned until Aug. 3, 1992, when he was sent back to South Korea.

    Koh apparently returned to the United States the following year, crossing from Canada at Lynden. He is alleged to have used many aliases between then and Feb. 20, 2014, when he returned to Bellevue from Florida.

    Arriving in Bellevue, he went to his family’s home but found his parents had left, an Immigration and Customs Enforcement special agent said in court papers. He called the police and reported his suspicions that his parents had been kidnapped.

    Koh told detectives he suspected his parents’ neighbor might be the kidnapper, the ICE agent continued. They grew concerned after Koh said he would shoot the neighbor if he were indeed the kidnapper.

    According to charging papers, the detectives found a “makeshift bed” set up in the home’s hallway as well as a suicide prevention pamphlet, which Koh described as comfort reading. Detectives claim to have also found a .22 cal. pistol in the home.

    Koh allowed officers to take possession of that pistol as well as a 9 mm handgun he’d left at a nearby storage unit, according to charging papers. Investigators claim Koh bought the 9 mm at a Tulalip Cabela’s and the .22 cal. pistol at Federal Way Discount Guns.

    Due to his felony conviction, Koh is not able to legally own a gun. Prosecutors claim he was in the country illegally, which would make him doubly ineligible for gun ownership.

    The ICE agent said in court papers that Koh used a driver’s license issued in his dead brother’s name to buy both weapons. Koh is alleged to have had a “green card” issued in his brother’s name, as well as a Social Security card and a South Korean passport.

    Bellevue detectives discovered Koh’s murder conviction while preparing a missing persons report on his parents. Koh’s parents were later found healthy and living elsewhere; they had not been kidnapped.

    Koh was arrested Aug. 6 in Los Angeles. He was ultimately extradited to Washington, where he is alleged to have made a full confession.

    Koh has been charged with gun crimes as well as illegally re-entering the country after being deported. He made an initial appearance Tuesday in U.S. District Court at Seattle and remains jailed.
