CAP Demands full Accountability from Senators and MP's on SPP
In response to many Canadians requests, and the outrage in the U.S. now that they have become enlightened, we felt we should ask our public servants to fully declare how they are serving us.

    Attention: Canadian Senators and MP's

Canadian Action Party(CAP)demands answers STAT! Full accountability from all Senators and MP’s on their role in this unauthorized North American Super-State as reported in U.S. news, with no Outrage by Canadian press or Parliament! CAP leaders call ‘Cease and Desist’ of this proposed enslaving partnership! American people are expressing their outrage over the Security and Prosperity Partnership, now that many are informed. Canadians have been outraged for some time! Canadian Action Party has been inundated with emails from concerned citizens due to these reports. On behalf of all those individuals and the many who do not write but are very upset at the threat to our nation, we demand answers now. We will post your replies on our website so Canadians know who is behind this plan and who is standing for Canadians. From the Prime Minister's website, http://pm.gc.ca/eng/media.asp?id=1085 we see that the Conservative government is supporting this agenda, however this is without consultation with the Canadian people.

On behalf of patriotic Canadians, we look forward to your responses. yours truly

Here is one of the articles sent to Canadian Action Party revealing some of the outrage. The protesting comes from right wing, left wing and no wing people. A search using the name 'Security and Properity Partnership' will give you a great deal more indication of the level of anger in this country over what is seen as a backroom deal serving the interest of multinational corporations and sacrificing the people as a by-product.

Bush sneaking North American super-state without oversight?
Mexico, Canada partnership underway with no authorization from Congress
    Posted: June 13, 2006 By Jerome R. Corsi © 2006 WorldNetDaily.com

Despite having no authorization from Congress, the Bush administration has launched extensive working-group activity to implement a trilateral agreement with Mexico and Canada.

The membership of the working groups has not been published, nor has their work product been disclosed, despite two years of massive effort within the executive branches of the U.S., Mexico and Canada.

The groups, working under the North American Free Trade Association office in the Department of Commerce, are to implement the Security and Prosperity Partnership, or SPP, signed by President Bush, Mexican President Vicente Fox and then-Canadian Prime Minister Paul Martin in Waco, Texas, on March 23, 2005.

The trilateral agreement, signed as a joint declaration not submitted to Congress for review, led to the creation of the SPP office within the Department of Commerce.

The SPP report to the heads of state of the U.S., Mexico and Canada, -- released June 27, 2005, -- lists some 20 different working groups spanning a wide variety of issues ranging from e-commerce, to aviation policy, to borders and immigration, involving the activity of multiple U.S. government agencies.

The working groups have produced a number of memorandums of understanding and trilateral declarations of agreement.

The Canadian government and the Mexican government each have SPP offices comparable to the U.S. office.

Geri Word, who heads the SPP office within the NAFTA office of the U.S. Department of Commerce affirmed to WND last Friday in a telephone interview that the membership of the working groups, as well as their work products, have not been published anywhere, including on the Internet.

    Why the secrecy?

"We did not want to get the contact people of the working groups distracted by calls from the public," said Word.

She suggested to WND that the work products of the working groups was described on the SPP website, so publishing the actual documents did not seem required.

WND can find no specific congressional legislation authorizing the SPP working groups. The closest to enabling legislation was introduced in the Senate by Sen. Richard Lugar, R-Ind., on April 20, 2005. Listed as S. 853, the bill was titled "North American Cooperative Security Act: A bill to direct the Secretary of State to establish a program to bolster the mutual security and safety of the United States, Canada, and Mexico, and for other purposes." The bill never emerged from the Senate Foreign Relations Committee.

In the House of Representatives, the same bill was introduced by Rep. Katherine Harris, R-Fla., on May 26, 2005. Again, the bill languished in the House Subcommittee on Intelligence, Information Sharing, and Terrorism Risk Assessment.

WND cannot find any congressional committees taking charge for specific oversight of SPP activity.

WND has requested from Word in the U.S. Department of Commerce a complete listing of the contact persons and the participating membership for the working groups listed in the June 2005 SPP report to the trilateral leaders. In addition, WND asked to see all work products, such as memorandums of understanding, letters of intent, and trilateral agreements that are referenced in the report.

Many SPP working groups appear to be working toward achieving specific objectives as defined by a May 2005 Council on Foreign Relations task force report, which presented a blueprint for expanding the SPP agreement into a North American Union that would merge the U.S., Canada and Mexico into a new governmental form.

Referring to the SPP joint declaration, the report, entitled "Building a North American Community," stated:

The Task Force is pleased to provide specific advice on how the partnership can be pursued and realized.

To that end, the Task Force proposes the creation by 2010 of a North American community to enhance security, prosperity, and opportunity. We propose a community based on the principle affirmed in the March 2005 Joint Statement of the three leaders that "our security and prosperity are mutually dependent and complementary." Its boundaries will be defined by a common external tariff and an outer security perimeter within which the movement of people, products, and capital will be legal, orderly, and safe. Its goal will be to guarantee a free, secure, just, and prosperous North America.

The CFR task force report called for establishment of a common security border perimeter around North America by 2010, along with free movement of people, commerce and capital within North America, facilitated by the development of a North American Border Pass that would replace a U.S. passport for travel between the U.S., Canada and Mexico.

Also envisioned by the CFR task force report were a North American court, a North American inter-parliamentary group, a North American executive commission, a North American military defense command, a North American customs office and a North American development bank.

Dr. Corsi's most recent books include "Black Gold Stranglehold: The Myth of Scarcity and the Politics of Oil," which he co-authored with WND columnist Craig. R. Smith, and "Atomic Iran: How the Terrorist Regime Bought the Bomb and American Politicians."

    Leaders Note Progress on the
Security and Prosperity Partnership of North America

Canada, Mexico and the United States share a continued commitment to enhance the security, prosperity and quality of life of our citizens within North America. We recognize that the success of our countries is enhanced by working cooperatively. The Security and Prosperity Partnership of North America, which celebrates its first anniversary this month, provides a framework for us to advance collaboration in areas as diverse as security, transportation, the environment and public health.

This Partnership has increased our institutional contacts to respond to our vision of a stronger, more secure, and more prosperous region. In June 2005, our three governments released detailed work-plans identifying key initiatives that form an ambitious agenda of collaboration. Since June, we have worked to implement these initiatives. Many will take months or years to be completed, but we already note significant results. We ask our Ministers to build on this momentum.

We have discussed how we can ensure North America is the most economically dynamic region in the world and a secure home for our citizens. Today, we exchanged views with private sector leaders on how to enhance the competitiveness of North America.

Building on existing commitments, we agree that priority initiatives warrant special attention in the coming year:

Strengthening Competitiveness in North America. We are pleased to announce the creation of a North American Competitiveness Council (NACC). The Council will comprise members of the private sector from each country and will provide us recommendations on North American competitiveness, including, among others, areas such as automotive and transportation, steel, manufacturing, and services. The Council will meet annually with security and prosperity Ministers and will engage with senior government officials on an ongoing basis.

We are convinced that regulatory cooperation advances the productivity and competitiveness of our nations and helps to protect our health, safety and environment. For instance, cooperation on food safety will help protect the public while at the same time facilitate the flow of goods. We affirm our commitment to strengthen regulatory cooperation in this and other key sectors and to have our central regulatory agencies complete a trilateral regulatory cooperation framework by 2007.

North American Emergency Management. A disaster – whether natural or man-made – in one of our countries can have consequences across national borders. Our vision for a North American response, relief and recovery strategy would ensure that critical equipment, supplies and personnel can be deployed expeditiously throughout North America. We commit to develop a common approach to critical infrastructure protection, coordinated responses to cross border incidents, and coordinated training and exercises, with the participation of all levels of government in our countries.

Avian and Human Pandemic Influenza.Given the highly integrated nature of our economies, an outbreak of pathogenic avian flu or human pandemic influenza in any one of our countries would affect us all. Today, we have agreed to develop a comprehensive, science-based and coordinated approach within North America to avian influenza and human pandemic influenza management. We have endorsed a set of shared principles to underpin cooperative activities by our Governments in all stages of avian influenza and human pandemic influenza management: prevention; preparedness; response; and recovery. Pursuant to these principles, officials will develop, as an immediate priority, incident management protocols to ensure that we are well prepared in advance of an outbreak in North America. For instance, we have agreed to work together to accelerate research, development, production, and availability of human pandemic influenza vaccines, and develop a strategy to best facilitate the sharing of information to enhance the availability of vaccines to the region. We will also establish a small Coordinating Body of senior officials to ensure follow-up on these commitments.

North American Energy Security. A sustainable, secure and affordable supply of energy is key to fuelling the North American economy. Collaboration in the areas of innovation, energy efficiency, and technology development, including moving these technologies to market, promotes energy security. Our governments renew their commitment to trilateral cooperation on clean energy technologies, conservation, and market facilitation as a means to meeting our shared goals of energy security and sustainable development. Officials will also examine how this cooperation can be expanded to further our climate efforts.

North American Smart, Secure Borders. Our vision is to have a border strategy that results in the fast, efficient and secure movement of low-risk trade and travelers to and within North America, while protecting us from threats including terrorism. In implementing this strategy, we will encourage innovative risk-based approaches to improving security and facilitating trade and travel. These include close coordination on infrastructure investments and vulnerability assessments, screening and processing of travelers, baggage and cargo, a single integrated North American trusted traveler program, and swift law enforcement responses to threats posed by criminals or terrorists, including advancing a trilateral network for the protection of judges and officers.

The Security and Prosperity Partnership of North America represents a broad and ambitious agenda. We instruct our Ministers to develop options to strengthen the SPP and present them next June as part of the second report on progress of the SPP.

President Fox and President Bush were pleased to accept, on behalf of their country, Prime Minister Harper's invitation to host the next trilateral leaders meeting in Canada in 2007.

It didn't mention the banking deregulation of Canada and Mexico, the Mexican Stock market deregulation, energy deregulation, or Clear Skies, or the fact that the USA wants Canada's water.. the Canadian version of the Patriot Act, etc etc.. or the most important fact!! To wit-that not one citizen of ANY of the three countries other than the three Amigos voted for a North American Union.
