    Obama team stresses (past) GOP support on immigration policy

    President Obama is selling his immigration policy by stressing past support for it -- past Republican support.

    "I would note there was substantial bipartisan support for comprehensive immigration reform in the past at the highest levels of the Republican Party, including the president, George W. Bush; including Sen. John McCain, the Republican Party's nominee in 2008," White House spokesman Jay Carney said.

    Tuesday, Obama will go to Bush's home state of Texas -- to El Paso -- to deliver what aides bill as another major speech on what they call "comprehensive immigration reform"; it involves both tightening the border and providing a path to citizenship for illegal immigrants who are already here.

    Of course, Bush is no longer president.

    And McCain now advocates a border enforcement-first policy that includes new fencing, better high-tech equipment, more National Guard troops and more Border Patrol agents.

    Most Republicans -- including those who run the U.S. House -- want to secure the border, saying Obama's idea of a path to citizenship amounts to amnesty for lawbreakers.

    Given Republican opposition, why is Obama pursuing his version of immigration reform?

    Carney -- who said the president has beefed up security on the border -- said the president sees economic and social benefits to addressing all aspects of the immigration issue.

    "You cannot do it with one party, you have to do it in a bipartisan way," Carney said. "And it requires focus. It requires education on the issues and persistence. And we're providing as much of those three things as we can."
