    We aren't required to purchase insurance, we are required to have insurance.
    If your employer provides it you didn't purchase it, but you have it.

    Those interested in registering for the Mexican government’s Seguro Popular health insurance plan should submit an application at the health desks located at consulates or online, paying a fee—on average $300, but it varies according to socioeconomic status—and the policy will be delivered to the family in their home state (in Mexico).
    The program is using the insureds legal home addresses in Mexico. The program does not need to be licensed here. On the other hand it brings up the question of what would happen if the Mexican health insurance program and the schools here cross checked their membership and student rolls. How could someone be a state resident for instate college tuition or even K-12 if their family was giving their primary residence as being in Mexico.

    And PS....
    If medical care is so great in Mexico....then how come our local county hospital is owed millions by the Mexican government for the care provided to the people they brought over that were gun shot victims in Mexico?

    I am glad you brought up the fact of legal addresses Richard. Much of my argument against agendas like the DREAM act is that not even minor children could be considered US consitutents (which does allow for Lawful Permanent Residents to be) because they have no legal address here in the US----not having ever been lawfully admitted. So, the fact that Mexico's Diplomatic Corps is also observing this distinction strongly reinforces that. I'm pretty darn sure that no lawful admittance=no legal address---but when you argue with lawyers it help to know more. Our city government has a lawyer on the council who has been pushing things like the DREAM act. If he is using his public office to act in agency for foreign principals ( which should cover those are here but who have no legal address here) then I think he is in violation of federal law.

    IMSS is one of several public health systems in Mexico, each with its own network of hospitals and clinics. The program, which was founded in 1943, is funded by a combination of payroll deductions, employer contributions and government funds. It covers 50.8 million workers.

    IMSS facilities are a step up from the state hospitals, but not as advanced as Mexico's private hospitals, which are often world-class, said Curtis Page, a Tempe, Ariz., doctor and co-author of a book about health care in Mexico.

    Who would verify their supposed "legal address" here in the US? They are already using legal addresses only those addresses are not theirs, it's someone elses. Sometimes they are asked to provide proof with a utility bill. Having a utility in one's name at a certain address doesn't mean that it's your legal address. The utility companies don't care who's name the bill is in or whether that person lives at that address as long as the bill gets paid.
