It's just a thought, but if this guy was in Vietnam (he is the right age), it might be well for the feds to locate his service record and check it out, to see if he was in a unit that had some unresolved "fraggings" at the time he was there. The UCMJ has no statute of limitations on murder, so the army, if that's the branch he was in, (probably a draftee so that's likely) can still try him, and in theory at least, hang him, if there's enough evidence to convict him. That's somewhat easier to do in a General Court Martial than in a civilian court, also.
