MILTON-FREEWATER, Ore. - A dairy farm worker accused of killing his coworker was previously deported to Mexico at least eight times, according to U.S. Immigration and Customs Enforcement.

Antonio Vasquez Vargas, 52, was charged in Umatilla County Superior Court with murder for the shooting death of 35-year-old Renee Luiz-Antonio. He pleaded not guilty on Monday.

Luiz-Antonio was shot multiple times at the Umapine Dairy just west of Milton-Freewater on Nov. 26. His body found on a tractor that he was operating at the time of his death.

The next day, a SWAT team arrested Vargas at the Clover Island Inn in Kennewick. He was booked at the Benton County Jail before being extradited to Umatilla County.

Detectives with the Umatilla County Sheriff’s Office believes Vargas shot the man to end an ongoing dispute that goes back to last summer.

We reached out to the Umatilla County District Attorney's Office to learn how they will proceed with this case but have not heard back.

On Friday, KAPP/KVEW obtained the following statement from ICE spokesperson Tanya Roman:

“ICE lodged a detainer with the Benton County Jail on Antonio Vasquez Vargas, aka Deciderio Vargas-Ortiz, a citizen of Mexico illegally present in the U.S., after he was arrested on local charges. ICE has removed him from the U.S. on at least eight prior occasions. On March 15, 2004, Vasquez was convicted in U.S. District Court for violation of 8 USC 1326(B)(2) Aggravated Felon Re-Entry After Deportation and was sentenced to 39-months incarceration.

“There is no U.S. statute or legal mechanism for ICE to obtain a criminal arrest warrant or judicial warrant signed by a federal judge for immigration violations. ICE is authorized by Congress to issue administrative immigration warrants, as the agency currently does across the country.”

These employers need to serve time for hiring illegal aliens.

1st offense: 30 days with fine
2nd offense: 60 days with fine
3rd offense: 12 months with fine

After that...you lose your business license!!!

I think you're being very generous. If they didn't learn their lesson the first time, give them 12 more months behind bars to think about it. If that doesn't work, the third time should be 24-36 months, minimum.

As for their business license. As a result of the first offense, their license should be placed in probationary status for 10 years. Hire another illegal within 10 years and *poof* .... license gone.
