    WASHINGTON -- If Congress does not approve President Barack Obama's request for $3.7 billion in emergency funds to address the border crisis, two of the major federal agencies dealing with the flood of unaccompanied children from Central America will soon run out of money, Homeland Security Secretary Jeh Johnson said Thursday.

    Johnson said U.S. Immigration and Customs Enforcement will run out of money by mid-August and Customs and Border Protection will run out of funds by mid-September. Both agencies are part of the Homeland Security Department.


    Although a new budget year begins on Oct. 1, there is not enough money in the proposed 2015 budget to pay for the border crisis, he said.


    "Doing nothing is not an option," Johnson told members of the Senate Appropriations Committee as the Obama administration began its push to get Congress to approve its $3.7 billion request.


    If emergency funding is not approved, the Department of Homeland Security will have to divert money from other critical programs just to maintain operations at ICE and CBP, Johnson said.


    "Going forward, the Department of Health and Human Services will be unable to set up more stable, cost-effective arrangements for these children, Border Patrol agents will have to be re-assigned from their border security work to assist at facilities housing children, and ICE will lack the resources needed to sufficiently maintain and expand detention and removal capacity for adults with children who cross the border illegally."


    President Barack Obama on Tuesday asked Congress to approve an emergency spending bill to pay for stepped-up air surveillance and security measures along the Southwest border, flying children back to their home countries, more immigration judges to hear deportation cases more quickly, increased aid to Guatemala, Honduras and El Salvador to reduce poverty and gang violence, and temporary shelter and medical care for the children who are crossing the border.


    More than 57,000 unaccompanied minors have crossed the border since Oct. 1, and federal officials say they estimate that total could rise to 90,000 by the end of the fiscal year Sept. 30.


    Obama's request is likely to be approved in the Democrat-controlled Senate. But it could face a battle in the Republican-led House.

    "We're not giving the president a blank check," House Speaker John Boehner, R-Ohio, said Wednesday. "Beyond that, we'll await further discussions with our members before we make any final decisions."

    Boehner said he wants the president to send the National Guard to the Texas border.


    "The National Guard is uniquely qualified to address these types of humanitarian crises, and utilizing their expertise would free up border agents to focus on their job of securing the border," Boehner said.


    Johnson, reacting to a similar recommendation by Sen. Lamar Alexander, R-Tenn., said the guard may not be the most effective way of dealing with children who are not evading capture. Unlike most adults who cross the border illegally, the children turn themselves in to Border Patrol agents and ask for help.


    "Simply adding an additional presence on the Rio Grande will not necessarily stem the tide," Johnson said. However, he said he would consider all options.


    Sen. Barbara Mikulski, D-Md., chairman of the Senate Appropriations Committee, said she agrees that emergency funding is needed immediately "for food and shelter for the children seeking refuge, for border agents who are overworked and detention facilities with too few beds, for transportation to shelters and to home countries, for immigration judges and legal services so they can bring final resolution to cases, and for muscular deterrence to go after criminals and gangs who mislead and misinform Central American families (by saying their children can stay permanently in the United States)."


    Sen. Richard Shelby of Alabama, the senior Republican on the committee, said the border crisis stems from the failure of the Obama administration and previous administrations to secure the border and enforce immigration laws.


    "I personally have no confidence that pouring billions into this will solve the problem," he said.


    Sen. Patrick Leahy, D-Vt., said the United Nations High Commissioner for Human Rights has found that more than 50 percent of the children crossing the border are fleeing gang violence, rape, domestic violence and human trafficking.


    "We routinely ask other countries to support refugees fleeing violence," Leahy said. "Now it is our turn. Yes, the situation is complicated. Yes, it requires resources. But a country as great as ours can handle it. We must not return to the shameful days when we shut our doors on refugees because it was complicated to take them in."

    Only a small percentage of the money goes to the Border Patrol the rest to HHS. In my opinion, this is just another liberal spin piece from AZcentral, the same organization that hides the crimes committed by illegals in their news articles by refusing to report that the perpetrators are illegals. Yet, if a US citizen commits a crime they plaster his name address and picture all over their sorry rag excuse for a newspaper.

    This is all BS the government budget ends the last day of September and most of this money is going to be used to pay for the support of these illegals to stay here. No one is talking about the down range issues of lifelong welfare,education and medical .
