Man gets jail for writing racist graffiti on refugees’ homes

CONCORD, N.H. (AP) — A New Hampshire man who said he was “angry at an imperfect world” admitted Wednesday he scrawled racist graffiti on the homes of four African refugee families; he was sentenced to a year in jail.

Raymond Stevens, 44, of Concord pleaded guilty to criminal mischief — a special felony because his conduct is considered a hate crime.

He also was sentenced to five years’ probation upon release from jail, and any future violation can trigger a resentencing hearing where he would face 10 to 30 years in prison.

Police say Stevens wrote hateful messages in black permanent marker on the homes of refugee families in a Concord neighborhood in 2011 and 2012. On one home was scrawled: “The sub humans in this house are enjoying a free ride”; on another, it said: “Go back to your hell and leave us alone.”

Victim statements read in court told of the effect the graffiti had on the refugees.

“My heart was distressed. I was violated as a human being,” wrote Manasse Ngendahayo.

Others said it thrust them back into the daily terror they had lived with in the Congo and Rwanda. They stopped venturing into the community they had come to call home; some moved to other states.

Stevens told the judge he was “deeply remorseful for the pain I have caused those good families.”

“Please know I was never a violent man — just mentally ill and in need of help,” Stevens said. His lawyer said it was after his arrest and an attempt to kill himself that he was diagnosed with mental health issues that had gone untreated.

“I was angry at an imperfect world and allowed it to fester,” Stevens said.

The case went unsolved for nearly two years after the graffiti first appeared. Concord Det. Wade Brown is credited with sifting through thousands of incident reports and gun permit applications to find a handwriting match to the graffiti.

Stevens was arrested in October 2013. He shot himself in the head a month afterward. He was diagnosed with mental health issues that had previously gone undiagnosed and untreated, Public Defender Melinda Siranian said at the time, and the shooting left him with a bullet lodged in his head. She said that because of the injury, he suffers from nervous ticks and seizures.

Superior Court Senior Judge Philip Mangones rejected Stevens’ request Wednesday for probation or to serve the sentence at home, saying what the defendant did was “quite egregious.”

Prosecutor David Rotman said that while Stevens has no prior criminal record, searches of his home, car and Facebook account turned up writings on white supremacist ideology.

Ann Renner told the judge she owned two of the houses where the graffiti was written and had bought several others to help refugees who had lived in fear in their native lands.

“These houses suddenly went from places of refuge to places of fear,” Renner said. “For them, angry, hateful words aren’t just angry hateful words. They are likely to lead to violence.”

Concord detectives who attended the plea and sentencing hearing declined to comment.

“Today is for the victims,” Brown said.

Not long ago Louis Farrakhan called for 10,000 volunteers to kill whites. Why is that puke, anti-White racist not in jail? Nothing, NOTHING, NOTHING! has been done to that vicious, White hating, evil man. But we all know how the little “hate crimes” game is played don’t we? They only apply to White people misusing a can of spray paint, a simple act of vandalism elevated to a major criminal activity. But just to be clear, it is only a hate crime if a White guy does it; if some non white does it, it is not even vandalism but instead it is really cool, social justice, protest art.

But hey, let's make America a freer, safer place; put those White guys in jail, hell execute them if their protest are not politically approved speech. Of course, Whites only.

I don't approve of what the man in New Hampshire said, but the only reason the government is taking an action is because these blacks weren't American, they're refugees from another country. When was the last time the government arrested someone for a hate crime for graffiti that demeaned or threatened American blacks? I've never heard of it. In fact there's a tunnel at one of our universities here in NC where students are free to graffiti whatever they want and a few years ago someone graffitied the N word and other nasty things about black students on the walls. Newspaper found out about it and reported it, and the university said it was "free speech" and I blogged against it but I was the only one. Everyone else sided with the university and called it "free speech". Police didn't even investigate. They all just had a big laugh over it, I'm sure.

I know for a fact that whites are being arrested for hate crimes. Come on what planet are you from? What are you talking about? Did you read the story about the Chinese? A guy was arrested on FELLONY charges of a hate crime for simple graffiti "No more Chinese." Wow that is real hate speech ain't it? It was simple vandalism for Christ sake! We are talking about possibly years in jail for simple vandalism. I'll bet his graffiti scared the hell out of-- who? Maybe some leftwing activist looking for an excuse to feign persecution?

Have you ever been on an "L" train platform in Chicago and seen graffiti saying "pump black sperm in to white bitches." Yah no hate speech there. No police sting operations to catch the perp. No we only run stings to get a cracker. You want to pretend away the fact that there is a double standard of laws applied more severely to whites and less severely to blacks. Well I live in the real world and I can tell you for a fact there is. With the stuff that happened in Ferguson MO and elsewhere many cops are afraid to touch a Black unless it absolutely can not be avoided. I have heard about that on talk radio by a policeman caller. Naturally one can assume that Black graffiti against Whites would not be important enough for them to investigate.

What I said was that no one is arrested for this unless it's against a non-American. The targets of the graffiti in New Hampshire were black REFUGEES from Africa, not Americans. The "NO MORE CHINESE" is obviously not against Americans, it's against non-Americans from China. If you know of someone who has been arrested for "hate crime" graffiti against an American, then please do let us know.

I spent years in New York on marketing trips and rode the subway often to most of my appointments and at that time, the graffiti was all, now get this, CHINESE GRAFFITI written in Chinese and who knows what the hell it said. Chinese gangs were responsible for it. No one investigated it, no one considered it a hate crime, no one even bothered to clean it off or paint over it. And it wasn't just on the subways, it was on masonry bridges, buildings, construction walls, and all over the damn place.

And yes, I had the Chicago territory as well and rode the L a few times. In Chicago it was easier to drive and park, so I did, and I don't recall seeing any graffiti there.

I don't support what the New Hampshire guy did. That was wrong, calling blacks "subhuman". Oh no, that is wrong, wrong, wrong. But the guy in San Francisco wrote "NO MORE CHINESE", that's a protest against Chinese immigration, that's free speech, and while the graffiti act itself is wrong, what he wrote is not a "hate crime". I realize that Chinese immigrants might take an offense to that, but Americans have the right to say "No More Chinese", "No More Syrians", "No More Mexicans", "No More Cubans", "No more Africans", "No More Muslims", and No More Anyone Else they don't want to be allowed to "migrate" here.

This is our country and we have not only the right but the civic obligation and duty to do whatever is necessary within legal boundaries to PROTEST AND STOP THIS MADNESS!

Saying "NO MORE CHINESE" is not a hate crime.

Saying "NO MORE CHINESES" is not a crime of any type.

Graffiti is a crime.

Graffiti can be a felony, depending on the amount of damage done.

Graffiti saying "NO MORE CHINESE" on the homes and businesses of Chinese people because you hate Chinese people is a hate crime and felony vandalism.

This is not hard to understand,

unless you choose to not understand the facts.

Whether other people could or should be prosecuted for other crimes is a separate issue.

No one is saying graffiti shouldn't be a crime. It is a crime, it should be a crime. It's not a hate crime unless the words are hate crimes, and the phrase "NO MORE CHINESE" is not a hate crime, it doesn't matter whether you hate Chinese or not, these words are protesting people from China migrating to the US and they want it to stop. There is no crime in that, hate or otherwise, the graffiti yes is a crime, but the graffiti act itself is not a "hate crime", it's what it says that determines that and "NO MORE CHINESE" is not a hate crime. It's no different than any of US saying "NO MORE IMMIGRANTS", "NO MORE MEXICANS", "NO MORE SYRIANS", "NO MORE MUSLIMS", what we are protesting is immigration that by the numbers is destroying our nation.

That doesn't surprise me in a Sanctuary City where the rights and welfare of aliens from China have more protection those of US citizens.
