The National Dialogue on the Quadrennial Homeland Security Review begins today.

Over the next week, you will have the opportunity to view and weigh in on proposals being made by DHS for inclusion in the final Quadrennial Homeland Security Review, as well as to suggest your own alternatives, and rate and tag the alternatives suggested by others. The material you will review is the actual work product being considered by the six DHS study groups who are conducting the QHSR. DHS will produce a report based on the results of its review for submission to Congress on December 31, 2009.

Your input will allow DHS to identify the ideas and priorities that are of key importance to stakeholders like you across the country. This National Dialogue is a series of three iterative week-long engagements, and your participation in all three is greatly encouraged. Although you will have two more chances to participate, this first Dialogue closes on midnight EDT on August 9th, 2009. Join the Dialogue now and make sure your feedback is included!

•DHS views the QHSR as an opportunity for unprecedented collaboration and partnership across the homeland security stakeholder community. The National Dialogue is an extension of the QHSR study groups.

•The content you will see is the actual work product of the QHSR study groups. Please note, this is not final, vetted DHS policy.

•This is an iterative process. Your comments will feed directly into the study groups’ deliberations as they frame options for homeland security decision makers.

EDIT: Is this for "average Joe" participation? Seems like county admins, sherrif's offices, etc. are the intended audience. The registration seems a bit odd as well.

Since the National Dialogue on the Quadrennial Homeland Security Review launched, more than 5,000 stakeholders like you have logged on and taken advantage of this unique opportunity to shape our nation's homeland security policies and priorities.

A diverse group of people -- including leaders in federal government and first responders on the front lines, military personnel and top academic thinkers, non-governmental organizations and small business owners -- have shared important ideas about border security, disaster response, counterterrorism, and other vital topics. The ideas, ratings, and tags submitted so far will let DHS know what ideas and priorities should inform the final review that it delivers to Congress at the end of this year. This first Dialogue closes at midnight on Sunday, so there are only four more days to make sure your ideas are included.

The National Dialogue has also been featured by NextGov, Federal Computer Week, Federal News Radio , and Security Management Magazine, which highlights some of your great ideas:

"Under the counterterrorism section, "smp," a private citizen and a reserve police officer , wrote that the study group needed to add another entry underneath goals: "to establish a coordinated approach between agencies and also within agencies." "Netwings," from CERT Queens District 1, recommends DHS close U.S. borders to all immigrants to secure the nation's borders. "Btussing," from U.S. Army War College, wrote that DHS must concentrate on "risk communication" if it wants its risk assessments and risk management to be successful."

All of these stories carry a common and clear message: This is the time and the place for stakeholders like you to let your voices and concerns be heard.
