Replacing outdated fencing in Nogales to strengthen security

NOGALES, Ariz (KGUN9-TV) – U.S. Customs and Border Protections (CBP) is tearing down the old style landing-mat fencing in Nogales that runs from downtown to the outskirts of town and replacing 2.8 miles of it with a new bollard-style fence made up of steel posts. The new fencing is part of CBP's ongoing efforts to strengthen border security.
Elvira Verdugo, who lives just feet from the border wall, supports the new project. Before the wall was built in 1994, Verdugo claims residents were able to keep an eye out for their own safety.
"With this fence (border wall) you can't see anything there's actually people they yell at you, you can't even see if there's somebody over there," said Verdugo.
But just how effective is the old style wall versus the new one?
A video that has gone viral on YouTube shows two American females who were trying to make a point on the real effectiveness of the tall posts climb it in less than 19 seconds.
But on a recent trip to Yuma, Border Patrol Chief Rudy Karisch told Nine On Your Side Reporter Steve Nuñez, this same style of fencing gives agents and not the smugglers a greater advantage.
In fact, KGUN9 News was taking part in a ride-a-long when agents spotted two illegal immigrants before they crossed. Agents responded to the area and arrested both illegal immigrants after they crossed a short time later.
Like Yuma, the new 18-foot high fence in Nogales will include a footer that runs 8-to-10 feet below the ground making it even more difficult for smugglers to dig underneath, cut through it or jump over it.
Agent Colleen Agle said the new fencing will also help agents protect themselves against the growing threat of rock throwers.
"So by replacing that fencing and allowing our agents to see the threat before it comes to the border we're going to be able to mitigate a lot of the rocking assaults that we've had," said Agle.
The Nogales border wall will be replaced in sections. They'll start construction from the outskirts of town and work their way in to both ports of entry. The fence is expected to be finished by September 2011.

All need is razor wire fences as used at prisons, but use thicker and taller razor wire, with blades running in every directions. They will not climb this type of fence, and it is the cheapest way to eliminate invaders.
