Christie Reaches Deal on Tuition for Undocumented Immigrants
Christie Reaches Deal on Tuition for Undocumented Immigrants (1)
By Terrence Dopp and Elise Young December 19, 2013
The children of undocumented immigrants in New Jersey would be eligible for in-state tuition at state colleges after Governor Chris Christie reached a deal with legislative leaders, Senate President Stephen Sweeney said.
Under the compromise, Democrats who control the Legislature agreed to strike a provision allowing those students access to some state financial aid programs, Sweeney, a Democrat from West Deptford, said at a news conference today in Trenton.
Lawmakers will approve the bill, Sweeney said, and Christie has indicated he will sign it into law.

“In good conscience we can not let these young people go another semester paying double tuition,” Sweeney said in announcing the deal alongside immigrant and student activists. “We still view this as a victory for kids who are American in every way but on paper. They need to be treated fairly.”
Sweeney said the lower rates will be effective immediately upon Christie’s signing. He said said lawmakers will continue pressing to make Tuition Assistance Grant money available to those students.
The Republican governor said last week he is “firmly in favor” of letting children of undocumented immigrants pay in-state tuition rates, while objecting to giving them access to financial assistance.

At least 16 U.S. states allow in-state tuition for undocumented students, according to a July study by the National Conference of State Legislatures, a lobbying and research group in Denver. Among them, California, New Mexico and Texas permit such students to receive state financial aid.
States must offer kindergarten-12th grade public education to all students whether documented or not, as a result of a 1982 U.S. Supreme Court decision, Plyer v. Doe.

. . . Mr. Christie said that since both legislative chambers were in session on Thursday, he expected the new bill to pass by the end of the day.
“As soon as it hits my desk, I will sign it,” he said. . .

New Jersey Gov. Chris Christie (R) signed a bill Friday that would allow in-state tuition rates for students brought to the country illegally a day after Democrats bowed to his demand that the legislation be tightened.
Christie signed the bill in private, his office said, adding that there will be a public ceremony in the coming weeks. New Jersey Democrats agreed Thursday to strip out the portion of the legislation that would allow the students impacted by the measure to apply for financial aid funded by the state, falling in line with Christie's wishes.
"This is what compromise looks like," Christie said Thursday. "Sometimes it’s quiet, sometimes it’s loud but you can do both at the same time."
The law will extend in-state tuition to illegal immigrants brought into the United States as children who graduate from New Jersey high schools.
Christie won half the Latino vote in his November reelection victory.
He's seen widely as a likely bet to run for president in 2016.
