Panama prepares to transfer some 3,000 US-bound Cuban migrants to Mexico

Panama’s Foreign Ministry has started a census count of the more than 670 Cuban migrants currently housed in the Los Planes shelter in northern Chiriqui province, in anticipation for their expected transfer to Mexico in coming days.

Another 3,000 Cubans, most of whom are stranded on the border with Costa Rica, also will be allowed into the Los Planes shelter, counted and then transferred to Mexico — the final such airlift for Cuban migrants on trek to the United States, Panamanian President Juan Carlos Varela said last week.

“Once the transfer of those Cubans included in the census is completed, those who arrive later will have to decide which country they want to return to,” Varela told local media as the country’s borders shut down to migrants in transit to the U.S. “We cannot become the logistical support for an irregular migration route.”

At least 100 Cubans making the trek are now in detention in Puerto Obaldia, on the border with Colombia, waiting for immigration authorities to determine their fate. Many more Cuban migrants are likely to face detention as they continue to travel from third countries through Central America as part of their route to reach the U.S.-Mexico border.

The census and relocation of migrants from hotels to the Los Planes shelter began last week.

“This is mostly pregnant women and families with children, who should be taken to a place that has the services they deserve,” Regional Migration Director Alfredo Cordoba said in a telephone interview, adding that the goal is “to concentrate all the migrants in an area where their basic necessities can be met.”

Cordoba added that the more than 3,000 Cuban migrants currently in Panama will be transferred by groups to Los Planes, where the government has mobilized a joint task force to handle the humanitarian crisis. The task force is made up of officials from the agencies in charge of civil emergencies, migration, border controls and the national police.

Angel Chale, one of the stranded Cubans, said he was hopeful he would soon resume his journey to the United States.

“I think we’re at the end of the process. At least they’re not still making photocopies of our passports. That’s something,” said Chale, who moved to Los Planes from an old warehouse about one mile from the border with Costa Rica, where he slept on the floor with another 400 Cubans.

Los Planes was originally built to house Swiss workers who worked on a nearby dam.

“It’s about 10 acres, with nice landscaping and all kinds of amenities,” said Angela Buendia, the director of the National Civil Defense System. “The only prohibition is that they cannot go out at night, for their own security.”

The complex will soon offer free Wi-Fi, but for now the migrants must connect on a local data network.

“The biggest problem I’ve had with the Cubans is that when they get here, because they come from a place without freedom, they feel completely free. And of course they sometimes confuse freedom with debauchery,” she added.

People smugglers have turned the northward flow of migrants into a business that generates millions of dollars in profits.

Since October of 2014, nearly 132,000 Central Americans and about 75,000 Cubans have crossed the U.S. border, according to immigration data.

They don't want work. They want Welfare, Medicare, food stamps, WIC, an education for their kids, etc.

Panama closes border to Cubans, flies others to Mexico

Published May 09, 2016 Associated Press

PANAMA CITY – Panama has closed its border to Cuban immigrants trying to make their way north to the United States and once again is flying Cubans who already made it to the country to the Mexico-U.S. border.

President Juan Carlos Varela said Monday he had agreed with his Mexican counterpart to fly 3,800 Cubans already stranded for weeks while trying to get to the U.S.

Varela says it was a difficult decision, but necessary because Nicaragua closed its border to Cubans last year and impeded their journey north. Cubans are admitted to the United States. if they get to the border. They have been arriving in greater numbers because they fear warming relations between the two countries end the exceptional policy.

Varela says the flights could last two or three weeks.

MEXICO WON’T TAKE CUBAN MIGRANTS, TELLS PANAMA TO DUMP THEM ON U.S. BORDER

Hypocrisy: Mexican govt. attacks Trump but won't help migrants

    Kit Daniels - MAY 10, 2016

Mexico is allowing Panama to dump nearly 4,000 Cuban migrants on the U.S. border, revealing the hypocrisy of Mexican officials as they attack Trump’s immigration policies.

The Cubans have been stranded in Panama after Nicaragua closed its border last year, preventing them from traveling north to the U.S., so the Panama government asked Mexican officials if they can simply fly the Cubans just south of the U.S./Mexico border.

“The airlift’s announcement was followed with word Monday that Panama would close its southern border with Colombia to Cubans without visas,” AFP reported, underscoring how both Panama and Nicaragua protect their borders better than the U.S.

It’s certainly revealing how Mexico won’t take in Cuban migrants and expects the U.S. to do so, despite the fact Cubans would likely have an easier time culturally assimilating in another Latin American country.

And it’s also revealing how Mexican politicians refuse to help Cuban migrants while simultaneously attacking Trump for proposing a border wall, acting as if the U.S. doesn’t do enough for illegals even though Mexico routinely abuses their human rights.

“Mexico is one of the countries where illegal immigrants are highly vulnerable to human rights violations and become victims of degrading sexual exploitation and slavery-like practices, and are denied access to education and healthcare,” the U.N. even admitted.

Despite the abuses, few in Mexico are demanding immigration reform.

“Instead, members of Mexico’s fleeing population sometimes become adamantly vocal once they enter the U.S. illegally, and join protests organized by leftist coalitions against our already incredibly lax border policies, but in Mexico, don’t think this type of behavior would be tolerated,” Adan Salazar reported. “For starters, illegal immigrants are barred from upsetting ‘the equilibrium of the national demographics,’ according to Mexico’s immigration policy.”

“Under Mexico’s Immigration Law, illegal immigration is considered a felony punishable by up to two years in prison ‘and a fine of three hundred to five thousand pesos will be imposed on the foreigner who enters the country illegally.’”

Panama flies 200 Cuban immigrants to U.S.-Mexico border

CIUDAD JUAREZ, Mexico, May 10 (UPI) — The immigration of 3,995 Cuban migrants from Panama hoping to eventually reach the United State has resumed.

A group of 238 people was flown Monday from Panama to Ciudad Juarez, Mexico, on the border with the United States, the Panamanian Foreign Ministry said.

Under an agreement, Panama will send nearly 4,000 Cubans migrants to Mexico, where they will can stay up 20 days for “humanitarian reasons” due to “extraordinary circumstances,” the ministry said. During this time they can secure passage to the United States.

Panama had organized some flights in March but had insisted the operation would not be repeated.

Because of U.S. policies that allow subsidies and automatic residency, migrants fly into South American countries, and then walk or take buses through Central America north toward the United States. Since October 2014, some 75,000 Cubans have crossed the U.S. border, according to immigration data.

But thousands of Cubans have been stranded in Costa Rica and Panama after several countries closed the border last November. Costa Rica organized free flights to El Salvador and Mexico between January and March.

The migrants have been told they have to pay for the flights.

Panama President Juan Carlos Varela announced Monday the temporary closure of the border with Colombia to reduce the “passage of irregular migrants” affecting the region.

Varela said, “We will not allow the presence of people without immigration status. Everyone in our country should have immigration status. We will give humane treatment, and in two or three weeks change the immigration system.”

The United States’ so-called “wet foot, dry foot” policy allows Cubans preferential treatment when they reach U.S. soil.

The exodus intensified after President Barack Obama’s announcement in December 2014 that the United States and Cuba work to restore diplomatic ties.
