Orlando woman pleads guilty to being illegal agent of Chinese government

Last Updated: Saturday, June 11, 2016, 8:48 PM

ORLANDO -- An Orlando woman pleaded guilty on Friday to acting in the Unites States as an illegal agent of a foreign government, as part of a plea agreement with the Department of Justice.

According to the plea agreement, from 2002 to 2014, Amin Yu, 54, obtained parts and components for marine submersible vehicles from various companies across the United States. Yu then illegally exported the items to co-conspirators in China for the development of underwater vehicles, including remote controlled and unmanned submersibles.

Yu and her co-conspirators worked for Harbin Engineering University (HEU), a state-owned entity in the People's Republic of China, according to officials.

“Amin Yu made hundreds of thousands of dollars by acting covertly in Orlando on behalf of the Chinese government and by skirting U.S. export laws and regulations,” said U.S. Attorney A. Lee Bentley III of the
Middle District of Florida. “The enforcement of U.S. laws and regulations related to the national security of the United States remains a top priority for our office.”

This case was investigated by the FBI, U.S. Immigration and Customs Enforcement’s Homeland Security Investigations, the Internal Revenue Service-Criminal Investigation and the Naval Criminal Investigative Service.

Yu faces a maximum penalty of 10 years in prison for acting as an illegal agent of a foreign government and up to 20 years in prison for conspiring to commit money laundering.

A sentencing hearing is scheduled for Aug. 29, 2016.

Yeah, well, it's so easy to get here, anyone can be anything doing whatever in the hell they want. How do you fix this? They've got the parts now. How do you get them back and unring that bell?

You have to wonder since the article does not state, what her citizenship, immigration status is - being a plant with spy intent, how well was she vetted? They have been letting anyone into this country w/o scrutiny.

She is 54yrs old, born here?, seems not but all her connections in this country need to be investigated - sure she is not acting alone.

Orlando grand jury accuses Chinese woman of smuggling submarine parts

Grand jury: Chinese woman in Orlando smuggled unmanned submarine parts to China

    Privacy Policy

The U.S. Attorney's Office on Thursday announced the indictment of a 54-year-old Chinese woman who lives in Orlando, accusing her of smuggling parts for unmanned submarines to China.

The defendant, Amin "Amy" Yu, also is accused of money laundering.

She is not charged with spying or of sending prohibited equipment to China. Her crimes, the indictment says, were filing phony export documents – or none at all – and undervaluing what she shipped.

Before immigrating to the United States in 1998, according the indictment, Yu worked in China at Harbin Engineering University, where she headed a group of marine researchers.

In the U.S. she first settled in Mason, Ohio, then moved to Orlando in 2009. She set up companies in both places, working out of her home, the grand jury alleged.

Employees at Harbin sent her money and requests for equipment that they needed for unmanned submarines, such things as underwater sensors, underwater cables, sonar devices and multiplexers,

She bought the equipment from companies in the U.S., Canada and Europe and shipped them to China, the indictment alleges.

All told, she took in more than $2.6 million, the grand jury alleges. It was unclear how much of that she spent on hardware and how much she kept for herself.

The government is trying to recapture it all through a forfeiture action, it reported.

The 18-count indictment was disclosed Thursday. It was handed down March 16 by a federal grand jury in Orlando.

Yu is charged with smuggling, conspiracy, knowingly filing false export documents and international money laundering.

The money laundering count is because she accepted money from China and brought it into the U.S. intending to use it to break the law, the grand jury alleges.

Yu now a permanent resident of the U.S., according to the indictment. A phone number listed for her was not working Thursday.
In Orlando, her company was called iFour International Inc.

Sometimes she used the U.S. mail, other times Federal Express, United Parcel Service or other shippers to send the gear to China, according to the indictment.
