Prostitution Legal In Tijuana Massage Parlors
Women Must Register And Get Tested

SAN DIEGO -- In spite of its problems, Tijuana officials continue to make the city safer and more appealing to visitors.

Alfonso Bustamante says Tijuana is doing all it can to turn into a world-class city by making tourists feel safe and at home.

"We have increased the presence of bilingual police -- we've picked out the best ones especially if they were bilingual," Bustamante, with Tijuana's tourism office, said.

But recently, the city cleared the way for ladies of the night to prostitute themselves legally at massage parlors.

It was done to have more control over this underground industry.

For the most part, people who work and live in Tijuana say they're OK with these type of businesses being open, but they wish they weren't right in the heart of tourist areas, 10News reported.

Bustamante says the city might try relocating the parlors elsewhere.

The city already has an infamous red light district where prostitutes practice their profession out in the open.

"It's not my ticket, but as far as (it) being here, it's the oldest profession in the world," Tijuana visitor Paul Wilson said.

Wilson says most people probably don't even know about these massage parlors, and he doesn't think Tijuana's image will suffer for it.

Tijuana's city council decided to legalize prostitution in massage parlors because it was happening already.

This way, the women will have to register with the health department and must be tested on a consistent basis.

Tijuana officials say tourists won't be bothered and probably won't notice anything even at parlors found in tourist areas.
