    Steven Torres is seen after his 2002 arrest. Two jurors in that case said Torres got probation because was he was young, had a newborn child and could possibly turn around his life.

    A man accused of arranging a drug cartel hit that ended with the wrong man being killed in a Houston parking lot was already on probation for a murder he committed seven years earlier.

    Steven Torres, 27, still had an electronic monitoring device strapped to his ankle when he was arrested in December in the 2006 shooting death of a man mistaken for the boss of a rival drug gang.

    He was 16 when he committed his first murder and tried as an adult, but a jury gave him probation.

    As Torres again faces justice, friends and family of the man he was convicted of murdering said they knew Torres would kill again because he got off easy.

    And to think that our Mayor and Police Chief think that going after these illegal alien thugs will make Hispanics in Houston mad. Maybe one of them should talk to Norma Gonzalez who is now a widow and ask if she wants these illegal alien criminals in her city. If Houston officials were not wasting so much time pandering to Hispanics for votes and instead enforcing the law, this senseless murder might not have happened.
