Oregon’s ID loopholes threaten security
illustrating absurdity
By Kirsten Brock

I was standing in line at the post office yesterday when I noticed something that made my blood boil. A voter registration card. And next to it, a copy in Spanish. I knew that the Oregon government issued official documents in both languages, but seeing it never ceases to make me angry.
I picked both cards up … and noticed that you only need a driver’s license number or a Social Security number to register. If you don’t have either, you may use a paycheck stub, a valid form of picture identification, a utility bill, a bank statement, a government document or proof of eligibility under the Uniformed and Overseas Citizens Absentee Voting Act or the Voting Accessibility for the Elderly and Handicapped Act.
Of course, you must still check the box saying you’re a U.S. citizen. But without a Social Security number or driver’s license, how can they check for your status? And what prevents you from opening a bank account in another name, and using that to register to vote?
Because a driver’s license is the suggested form of ID used when registering to vote, I decided to look up the requirements for obtaining one. You must be able to prove your identity — to do so, you may use a Matricula Consular, the Mexican identification card, as your primary ID, and two of the following issued by any foreign government: a birth certificate, a driver’s license, a military ID card, a passport or a voter card. Of course there are many other forms of ID accepted; I just picked my favorites. You may even use a voter registration card to verify your address. And what if you don't have a Social Security card? No worries! Just sign a waiver stating you have no Social Security card, under the penalty of a Class A misdemeanor.
A recent court case was fought over driver’s license fraud in Washington County. The three defendants were found not guilty. During the hearings, several surprising facts were brought to light. For instance, the Matricula Consular is the third most-used form of ID for getting a driver’s license. Another incredible fact was that illegal aliens can and do regularly register to vote in this state. And DMV employees were actually rebuked by their supervisors for reporting suspicious individuals because “law enforcement was not their job.” It was even alleged in court that Oregon draws people from around the world to obtain official documents, which are accepted nationwide — even in some foreign countries — as unquestionable identification.
My point is that in Oregon, it’s very easy to get a driver’s license, even if you aren’t here legally or if you already hold another license. With it, you can register to vote — legal or not. I’m surprised this issue seems to be kept on the back burner. Some will say I’m overreacting, but I think giving legal documentation to illegal aliens, including terrorists, and criminals, which would give them the ability to create new identities, is a huge security threat.
An aside — remember in the 2000 election when the Democrats alleged that the Republicans were preventing people from voting? It seems Democrats in Oregon are trying to make up for it by allowing anyone to vote, as many times as they want to vote. And who’s in power in this state? Hmm…
Even though it’s imperfect, I agree with Mike Balanesi and Ruth Bendl, who wrote in a March 2 commentary in The Oregonian that the Federal Real ID Act, passed last year, is the best way to remedy this situation. Unfortunately, politicians in Oregon have been talking about refusing to comply with the act, which will make any Oregon ID invalid for traveling on planes, crossing borders, etc. If we comply, the act will require proof of legal status to receive a driver’s license and will force us to stop using foreign documents. But I’d like it to go a step further; I want to see voter registration requiring a driver’s license, a Social Security card or a birth certificate.
The fact that our state government still runs on the honor system and wishes to continue doing so shocks me. We can not afford to simply believe people when they promise they’re American citizens. We need to reform the system. We need to begin asking for valid forms of identification. The honor system will only ruin us in the end — if not here, then a major city such as Los Angeles where a terrorist attack may be made easier using Oregon’s lax laws to avoid security measures designed to keep us safe.

Oregon's Secretary of State, Bill Bradbury (D), allows that voting crap to go on.
