President Donald Trump’s draft plan to exclude welfare-dependent migrants is justified by data showing that almost two-thirds of households headed by non-citizens use at least one welfare program, says the Center for Immigration Studies (CIS).

“In 2014, 63 percent of households headed by a non-citizen reported that they used at least one welfare program, compared to 35 percent of native-headed households,” says the group’s December 3 report, which relies on federal data to track migrant use of welfare.
“A very large share of immigrants are unable to support their own children and turn to taxpayer-funded means-tested programs,” the report says. “In terms of the policy debate over immigration and the implications for public coffers, this is the central concern.”
The report was issued because pro-migration groups are asking judges to block Trump’s pending “public charge” regulation. The draft regulation would allow officials to enforce a long-standing, long-ignored law which says officials should deny green cards to illegal migrants or legal visitors who are a “public charge” when they ask for an “Adjustment of Status” to get green cards.
The CIS report says:

The migrants’ use of welfare is not a matter of migrant laziness, but it caused by the convergence of migrants’ poor education, widespread low wages, and the breadth of the nation’s myriad welfare and support programs, the report notes. It says:

The primary reason welfare use is so high among non-citizens is that a much larger share of non-citizens have modest levels of education and, as a result, they often earn low wages and qualify for welfare at higher rates than natives.
Of all non-citizen households, 58 percent are headed by immigrants who have no more than a high school education, compared to 36 percent of native households.

The vast majority of migrant households include working adults.
The data shows there is at least one working adult in 93 percent of the 4,684,784 million non-citizen households in the United States, the report says. Roughly half of those non-citizens are illegal aliens, with the rest being visitors, temporary workers, or green-card holders who can become citizens.
In September, Breitbart News reported on the pending regulation. The agency’s statement says:

“the Department of Homeland Security (DHS) announced a proposed rule that will clearly define long-standing law to ensure that those seeking to enter and remain in the United States either temporarily or permanently can support themselves financially and will not be reliant on public benefits … [or] likely to become burdens on American taxpayers.”
DHS is proposing to consider current and past receipt of designated public benefits above certain thresholds as a heavily weighed negative factor. The rule would also make nonimmigrants who receive or are likely to receive designated public benefits above the designated threshold generally ineligible for change of status and extension of stay.”

The phrase “heavily weighed negative factor” implies that most — but not all — poor, sick and unskilled applicants will not be given residency.
The regulation does not count taxpayer aid related to the Affordable Care Act or the Children’s Health Insurance Program, and it excludes taxpayers’ rebates under the Earned Income Tax Credit. The rule also allows would-be immigrants to receive a small amount of aid, or roughly $3,765 for a family of four, or a $1,821 for a single person. The rules only apply once the regulation is established, so it does not cover potential migrants’ current use of aid programs.

In the United States, the establishment’s economic policy of using migration to boost economic growth shifts wealth from young people towards older people by flooding the market with cheap white-collar and blue-collar foreign labor. That flood of outside labor spikes profits and Wall Street values by cutting salaries for manual and skilled labor offered by blue-collar and white-collar employees.
The policy also drives up real estate prices, widens wealth-gaps, reduces high-tech investment, increases state and local tax burdens, hurts kids’ schools and college education, pushes Americans away from high-tech careers, and sidelines at least five million marginalized Americans and their families, including many who are now struggling with opioid addictions.
Immigration also pulls investment and wealth away from heartland states because coastal investors can more easily hire and supervise the large immigrant populations who prefer to live in the coastal states.

A new analysis of U.S. Census Bureau data from 2014 shows that 63 percent of non-citizen households receive some form of welfare, and the number is even higher — jumping to 70 percent — among those living in America for a decade or more.

What are the details?

In the report conducted by Washington-based think tank Center for Immigration Studies, major benefits programs such as Supplemental Security Income, Temporary Assistance to Needy Families, the Earned Income Tax Credit, the Women, Infants, and Children Food Program, free and subsidized school lunch and breakfast, food stamps, Medicaid, public housing, and rent subsidies were all included in the study.
Researchers found that "welfare use is higher for every type of immigrant household than for native households, with the exception of housing programs." Often, the benefits are received on behalf of U.S.-born children.
By comparison, 35 percent of native-led households utilize at least one welfare program.
The Washington Examiner reported that the rise in welfare utilization in non-citizens living in the country for 10 years or more confirms the "concern that once immigrants tap into welfare, they don't get off it."
In particular, non-citizen households reported a much higher use of food programs (45 percent vs. 21 percent) and Medicaid (50 percent vs. 23 percent) compared to natives.
Of the non-citizen population covered in the data sets, roughly half are reportedly in the country illegally.

Anything else?

As part of the effort to reduce the number of non-citizens on government programs, the Department of Homeland Security has proposed a so-called "public charge" rule change, in order to "better ensure that aliens subject to the public charge inadmissibility ground are self-sufficient, i.e., do not depend on public resources to meet their needs, but rather rely on their own capabilities, as well as the resources of family members, sponsors, and private organizations."

If imposed, the Trump administration would expand the list of programs considered welfare, and would make it more difficult for prospective immigrants to qualify for green cards "if they use or are likely to use U.S. welfare programs," CIS researchers said.
DHS estimates that if the rule is implemented, "the total reduction in transfer payments from the federal and state governments [to individuals] would be approximately $2.27 billion annually due to disenrollment or foregone enrollment in public benefits programs by aliens who may be receiving public benefits."
The proposed rule is open for public comment at the Federal Register until Dec. 10.

Anyone who thinks illegal aliens and "asylum" applicants are coming here to work is living on another planet.
New data from the Census show that 63% of non-citizens are helping themselves to the welfare. They get it legally, and sometimes illegally, through food programs, general assistance programs, Medicaid, and the earned income tax credit for low-income workers, just for starters. They get even more when benefits derived from their U.S.-born children are thrown in, though bringing in a kid born elsewhere is also an asset.
Here's the report from the Washington Examiner:

A majority of "non-citizens," including those with legal green card rights, are tapping into welfare programs set up to help poor and ailing Americans, a Census Bureau finding that bolsters President Trump's concern about immigrants costing the nation.
In a new analysis of the latest numbers, from 2014, 63 percent of non-citizens are using a welfare program, and it grows to 70 percent for those here 10 years or more, confirming another concern that once immigrants tap into welfare, they don't get off it.

So no, it's not a temporary little safety net for those who just arrive here until they get their sea legs on the vast ship of America – the percentage of non-citizens on welfare expands as such people stay a while, meaning welfare is preferable to work. Why work when Uncle Sam is giving it away for free? That's a great deal for someone otherwise condemned to living in a tin shack out in Tegucigalpa but not a benefit to our country. In fact, it's a drain, and Democrats, based on their policy positions, seem desperate to import more of it.
It's almost a given that the illegal alien population would be part of this trend. The migrant caravan of Honduras consists almost exclusively of low-skilled, zero-English people who at best have a tenth-grade education. As a result, they are likely to earn only low wages here and are least likely to assimilate, given their high concentrations. The generous welfare state is making it easy for them, and drawing more to come.
Amazingly, even legal immigrants are higher consumers of welfare services, too. That likely speaks to the power of leftist judges who take any asylum claim no matter how unlikely an applicant is to succeed here, as well as the power of family reunifications that expand the size of non-citizen welfare families as well as their consumption of welfare. It's very rare that an uneducated legal immigrant here is going to have a lot of educated relatives to bring in through chain migration.
Every detail of the report is problematic. Most people probably wouldn't mind if illegal aliens and other non-citizens really did come here to work and nothing else. But even work is corrupted with the fact that illegals and other non-citizens qualify for the earned income tax credit, meaning that if they earn low wages, they get big fat tax refunds back despite not paying any taxes into the system. That explains why nearly all non-citizen households have one member who works. The tax credit, after all, is large.
This presumably doesn't even get into other kinds of services illegals use that aren't considered welfare, such as free public school education, public defenders, highway use, and untaxed remittances on illegally earned wages.
And the use of public assistance seems to be going up. If you look at this interview done by Paul Sperry earlier this year from an immigration-skeptical think-tank, the official says 62% of non-citizens use welfare. Now the Census data shows that it is 63%. That signals word getting around south of our border.
Two things stand out. One, Republicans have done nothing to cut off at least some of the benefits, such as the earned income tax credit, which is so obviously a magnet for non-contributory migrants who come here to take, without putting a penny into the system. Where were these Republicans when they had some power to end this injustice?
Two, the Democrats are pushing for more of this kind of welfare migration, extending the goody table ever farther for them. California, for instance, wants to put every low-waged illegal on Medi-Cal, offering up a free ride to all takers from abroad while the rest of us make rent-sized payments for our health insurance, and Democrats want to extend the vast banquet table of benefits ($12 billion's worth) to DREAMers. That speaks to a party desperate to import more poverty to secure votes. That was how Hugo Chávez secured his votes – and his permanent power in Venezuela.
Voters haven't a clue as to how dangerous this all is.

More than 7-in-10 households headed by immigrants in the state of California are on taxpayer-funded welfare, a new study reveals.

The latest Census Bureau data analyzed by the Center for Immigration Studies (CIS) finds that about 72 percent of households headed by noncitizens and immigrants use one or more forms of taxpayer-funded welfare programs in California — the number one immigrant-receiving state in the U.S.

Meanwhile, only about 35 percent of households headed by native-born Americans use welfare in California.

All four states with the largest foreign-born populations, including California, have extremely high use of welfare by immigrant households. In Texas, for example, nearly 70 percent of households headed by immigrants use taxpayer-funded welfare. Meanwhile, only about 35 percent of native-born households in Texas are on welfare.

In New York and Florida, a majority of households headed by immigrants and noncitizens are on welfare. Overall, about 63 percent of immigrant households use welfare while only 35 percent of native-born households use welfare.

President Trump’s administration is looking to soon implement a policy that protects American taxpayers’ dollars from funding the mass importation of welfare-dependent foreign nationals by enforcing a “public charge” rule whereby legal immigrants would be less likely to secure a permanent residency in the U.S. if they have used any forms of welfare in the past, including using Obamacare, food stamps, and public housing.

The immigration controls would be a boon for American taxpayers in the form of an annual $57.4 billion tax cut — the amount taxpayers spend every year on paying for the welfare, crime, and schooling costs of the country’s mass importation of 1.5 million new, mostly low-skilled legal immigrants.

As Breitbart News reported, the majority of the more than 1.5 million foreign nationals entering the country every year use about 57 percent more food stamps than the average native-born American household. Overall, immigrant households consume 33 percent more cash welfare than American citizen households and 44 percent more in Medicaid dollars. This straining of public services by a booming 44 million foreign-born population translates to the average immigrant household costing American taxpayers $6,234 in federal welfare.

(Natural News) A shocking new Census Bureau study has revealed that 63 percent of the non-citizens living in the U.S. are taking advantage of welfare programs that were designed to help Americans who are struggling financially or ill. The finding gives a lot of weight to arguments in favor of taking steps like building a wall to prevent illegals from entering.
According to the analysis of the data by the Center for Immigration Studies, not only are 63 percent of non-citizens using such programs, but among those who have been in the country for a decade or longer, that figure rises to 70 percent. This appears to indicate that once immigrants get on welfare, they stay there. The term “non-citizens” in this case refers to illegal immigrants, permanent residents who have yet to become naturalized, and long-term temporary visitors such as guest workers.
The report says that nearly 4.7 million non-citizen households receive welfare, and most of them – nearly 4.4 million – have at least one worker in their household. Half of them are in the country illegally.
When you compare the data for households headed by non-citizens to those headed by citizens, a large gap can be seen. In 2014, 63 percent of the households headed by non-citizens reported using at least one welfare program; the figure for native-headed households was just 35 percent. The trend is similar food programs, with 45 percent of non-citizen households and 21 percent of native households receiving benefits. Meanwhile, when it comes to Medicaid, 50 percent of non-citizen households and 23 percent of natives are getting the benefits.
Most legal immigrants – such as green card holders – cannot receive most welfare programs, nor can illegal immigrants and temporary visitors. However, there are lots of ways around this, with one of the most popular being illegal immigrants and other non-citizens getting benefits on behalf of their children who were born in the U.S. and are therefore fully eligible for welfare.
For those who are skeptical of these figures because of the Center for Immigration Studies’ stance on immigration, Investor’s Business Daily points out that a different study published last year by the National Academies of Sciences, Engineering and Medicine also determined that immigrants have a far greater likelihood of accessing welfare than native-born Americans.

The land of handouts

This fall, the Department of Homeland Security proposed a rule that would block immigrants from receiving permanent residency if they get welfare benefits. DHS Secretary Kirstjen Nielsen said: “This proposed rule will implement a law passed by Congress intended to promote immigrant self-sufficiency and protect finite resources by ensuring that they are not likely to become burdens on American taxpayers.”
There are other factors to consider as well. For example, non-citizens are significantly more likely than natural-born and naturalized citizens to be uninsured, with rates of 24 percent versus 7.5 percent and 8.9 percent respectively. What happens when these uninsured non-citizens need healthcare? Emergency rooms must treat all who enter, and the unpaid bills are passed on to everyone. The costs are significant; when the number of illegal immigrant workers in Arizona fell 40 percent from 2007 to 2013, ER spending on non-citizens dropped a remarkable 37 percent from $167 million to $106 million during the same period.
Non-U.S. citizens are costing the rest of the country a significant amount of money. They’re twice as likely to be getting welfare benefits and three times as likely as citizens to be uninsured. What was once the land of opportunity has now become the land of handouts. If something isn’t done to stem this problem, there simply won’t be any money left.

The whole world is dumping their poor people on america. All of africa would love to come here and just go on welfare.

There was a study a few years ago that showed 57% or there thereabout, I don't have the study handy, of all immigrants with children were on welfare, but of those, 87% of illegal aliens were on welfare. Apparently those numbers have risen since that study was done. Plus that study and I presume this one didn't include the Earned Income Tax Credit or Child Care Tax Credit.
