PROVIDENCE —– She wants to go college.
Amanda Pereira is a Classical High School honor student, a Rhode Island resident for the last decade, and a 16-year-old who knows her path will not be easy.
She is not a citizen of the United States.

It is called being "in process" if your family or employers are willing to go to bat for you there are a number of existing programs. The attempts are expensive and have uncertain outcomes but while the immigration service is making up it's mind it is possible to remain here. On the other hand it is not quite being legal either.
