    SPOKANE, Wash. -
    Retired Chief Border Agent Ray Ortega spent three decades of his career on the frontlines securing our nation's border. During his time, Ortega witnessed gruesome acts of violence along the San Diego/Tijuana border. "Witnessing murders along the border fence that you couldn't do anything about. Sometimes several a night. Women and children being raped where you couldn't get to them and rescue them. That went on for decades," said Ortega.

    In 1986, San Diego border agents reached a breaking point apprehending 629,000 people, in just one year. In 1989, Ortega witnessed the construction on a 14 mile border fence began to help secure the heavily trafficked border between Tijuana And San Diego. Ortego credited the fencing for curbing the kind of violence he witnessed. "What we did is we built this 14-mile section of fence, and it basically stopped all of that activity." Ortega told KHQ.

    In Ortega's 26 years of southern border experience, he says having a secure border works, "Having a secure border does prevent that kind of activity. That kind of criminal activity and I believe that good fences make good neighbors."

    Fencing now spans 700 miles along parts of the 2,000 miles of U.S./Mexico border.

    While some people come through the southern border from all over the world illegally, a problem still remains "People are coming here through the border from all over the world. They work their way to Mexico, and they come across the border illegally." Ortega said. He continued by saying "Additionally we have tens of thousands of people who come here with visas tourist visas, student visas, business visas and there is no way for the government to track them and they tend to disappear into society."

    "The risks of living without a secure border is you don't know who's coming in. There is no way to vet them. They tell us who they are and that's what he have to believe." Ortega told KHQ.

    We need a 10 to 20 Year Moratorium on All Immigration. Now!!!

    This would not apply to special situations like special skills such as artists, artisans, masons, and so forth working on a special specific project and so forth, or people helping US in wars and so forth, this would not apply to tourists, students, diplomats, or other government and business visitors.

    It would apply to green cards and ordinary work visas, not short term temporary business visitor visas where you're paid by the home country, not a US company.

    The people with special skills should not be allowed here either. We have 93 million out of work with special skills. Many US citizens graduating from college need jobs. Those people need to stay in their country and contribute to their prosperity and success.

    We should not take all their good people...those people need to work to mentor those in poverty and bring the whole country up. Not leave and repeat the cycle of poverty.

    I can't think of a single reason you wouldn't include artists, artisans in your moratorium list. I also think greatly reducing the number of foreign students we allow in would be a very good thing for Americans. Doing this would open up more seats for our children, grandchildren, etc. However, doing this would send our institutions of higher learning into a tizzy. Imagine all the money they are getting from these foreign students.

    Well, the reason is because when we build, there are certain skills that only foreign artisans have. This has been true since our country began and is still true today. There are chefs I would welcome here aside from the Moratorium. Artists who perform music, actors, singers, and others I would welcome here aside from the Moratorium. I would also welcome athletes, too.

    I support many aspects of international movement, especially those that share and make available between countries on terms longer than a tourist or business visa, culture, sports, theater, movies, art, artisans, and other special skills. Special skills are not people with degrees, it's a special talent or knowledge that for whatever reason we do not have here in any useful number. Medicine is another one. There are many medical treatments that we ignore that other countries use very successfully that would dramatically reduce health care costs, we should pursue that knowledge and skill. It doesn't mean they would be green card permanent residents, I want a full ban on green cards for 10 to 20 years. But visas of some type that would extend beyond the short term tourist or business visa. We don't want to restrict special knowledge or talent. We want to restrict people who have no special knowledge or talent who compete with Americans for jobs.

    Although I may strongly disagree, you're entitled to your opinion. As far as I'm concerned, foreign actors, singers, chefs, artist, ect. can ply their trade in their own country. These folks don't have to reside here to sell their art, movies, CDs, etc., here. If you're going to stand firm for a moratorium, than do so without exception. When you set out on a path to exceptions, where does it stop and who gets to make those decisions?

    We disagree on most things, MW, so this doesn't surprise me.

    I'm a Republican who believes in Protectionism, not Isolationism. My goal is not to shut out the world from our country or be shut out of theirs. I love the Anthony Bourdain show where he travels to other countries, meets the people, enjoys their conversation, opinions, foods and environment and then shares it with US as a result. I wouldn't want my Moratorium to prevent that. One of my favorite movies is Open Range, filmed in Canada on a beautiful Indian Reserve that is part of the Sioux Nation Lands, and the incredible sound-track is performed by the Symphony of Czechoslovakia. I wouldn't want my Moratorium to prevent that either.

    I don't mind people with special skills, knowledge and talent coming here or US going there for specific endeavors, especially on a short-term project based arrangement. But when the project is over, you go home where you belong.

    We don't care. If those seats are opened up to American students, then we have many more educated Americans who will use their education to build better lives and go on to do things and make things that Make America Great, Greater Than Ever Before.

    Colleges may loose $700 million but Local, State, Federal taxpayers save billions getting them out of our neighborhoods, our jails, our courts, lawsuits, lawyers, property damage, medical care, lost property values, identity theft, in-State tuition, welfare, food stamps, DUIs, hit and run, high cost of car insurance, they impact our communities more that they contribute.
