    Rockland home-improvement applications, citations on the rise

    The county's Office of Consumer Protection has written more unlicensed home-improvement contractor citations since May than in all of last year, its director said yesterday.

    The stepped-up enforcement began after the April slaying of Mary Nagle, who police said was killed at her New City home by a man working for a contractor who was unlicensed.

    There also has been an increase in applications for county home-improvement licenses.

    The majority of the 310 new home-improvement applications submitted from January to July 6 were after April, Consumer Protection Director Terry Grosselfinger said yesterday.

    There were 325 new applications last year.

    Although some of the new applicants were roofers, carpenters and masons, most were lawn-care specialists, he said.

    Since April, Grosselfinger's department issued 30 misdemeanor appearance tickets and 23 violation notices to home-improvement contractors who were accused of working without being licensed.

    Estimating how much money the fines would generate would be difficult because many of the cases have not been resolved, he said. Civil violation notices are punishable by a maximum $250 fine, and criminal misdemeanor appearance tickets carry a maximum penalty of $1,000 and one year imprisonment.

    But the intent was not to generate funds, Grosselfinger said.

    "We're more concerned about the people coming in and getting licensed than we are with the fines collected," he said.

    Some people yesterday praised the county's scrutiny.

    "We do applaud the efforts of the Office of Consumer Protection and we hope they keep up their hard work," said Steve Botto, a New City landscaper and president of the Professional Landscape Association of Rockland County.

    The county embarked on a widespread education and enforcement program after Ronald Douglas Herrera Castellanos was charged with Nagle's April 29 killing. Herrera, an illegal immigrant who has pleaded not guilty, was working for Coloron Painting, a New Jersey-based contractor hired to power wash the Nagle family's rear deck.

    Coloron has since been charged with two counts of unlicensed home improvement, one relating to the work at the Nagle home and the other for work subsequently performed in Pomona.

    Robert Collister, Coloron's owner, has submitted paperwork to license a new corporation, but that request will not be processed until the disposition of the current court action, Grosselfinger said.

    The department will continue its enforcement efforts, Grosselfinger added. A clerk-typist was hired to help process the increased paperwork, and three other employees â€â€
