Sheriff Arpaio plans crime suppression sweep Friday

Exclusive: Sheriff Arpaio plans crime suppression sweep Friday

Posted: Oct 17, 2013 4:37 PM PDTUpdated: Oct 18, 2013 12:10 PM PDTBy Andrew Hasbun, FOX 10 News - bio

PHOENIX -Just two weeks after a judge ordered major changes at the Maricopa County Sheriff's Office, Sheriff Joe Arpaio told FOX 10 his deputies will launch a crime suppression operation Friday.

Deputies and the Sheriff's volunteer posse reportedly started the operation Friday morning and focuses in the southwest Phoenix area.

A federal judge recently ruled that deputies racially profiled during those sweeps. These are the sweeps that got the sheriff's office in trouble in the first place.

The sheriff tells us his deputies are professional and they are going to carry out this operation -- even though the changes the judge ordered aren't even close to being implemented.

"If you think I am going to Hawaii on vacation and stopping to lock people up? That is not going to happen," said Arpaio.

The sheriff is not backing down despite a judge's ruling that this department must drastically change how it operates.

"I'm not going to stop doing my job and arresting drug traffickers and gangs. We are going to continue to do my job."

Two weeks ago, a federal judge ordered the sheriff's office to keep detailed records of who it pulls over and why, and install cameras on patrol cars.

The surprisingly detailed ruling also called for a monitor to be placed inside MCSO. None of that has happened yet.

The sheriff claims this operation was planned in reaction to the shooting death of a detention officer back in August, and was in the works before the judge's ruling.

"We not going after illegal aliens, we are going after those who have violated state laws," added Arpaio.

"The reason why he is being sued is because of these," said Carlos Garcia with Puente Arizona.

Carlos Garcia has alerted an army of volunteers.

"I think he is trying to hurry before the monitor gets there. We are ready."

Armed with video cameras, they will be watching. Their work during previous operations helped win that racial profiling lawsuit.

"The major things we were able to see last time is that brown people were being treated different than white people. That is one of the things we are looking for, who is being pulled over. It is also important what side of town they are on."

A briefing on what happens during the operation is expected Friday afternoon.

Sheriff’s Office launches West Valley crime sweep

A comprehensive crime sweep commenced Friday in the West Valley neighborhood where a Maricopa County detentions officer was gunned down in August, according to the Maricopa County Sheriff’s Office.

Arpaio said the sweep is in response to the shooting death of the MCSO detention officer, who was killed outside of his home.

The two-day operation intent on suppressing gang activity in the area between Camelback Road to the Salt River and 43rd Avenue and Litchfield Road began at 5 p.m.

It comes soon after a U.S. District Court ruling found that MCSO immigration-enforcement efforts, which mirror the new operation in tactics, violated the constitutional rights of thousands of Latinos.

The plan was scheduled immediately after the death of detention officer Jorge Vargas, but was delayed due to new operational standards mandated by a court ruling, Maricopa County Sheriff Joe Arpaio said in a media release.

He said he delayed this newest operation to make sure it "meets with the standards mandated by a new court ruling."

A district court ruling earlier this month ordered MCSO to include cameras in every deputy’s car and increase data collection and reporting.

The order further required MCSO have a community-advisory board and a court-appointed monitor to ensure the agency is taking steps to prevent discrimination now and in the future.

Arpaio said Friday that the new operation complies with the court ruling and his department is working with deputies to follow the proper procedures.

Vargas was working on his truck in the driveway of his west Phoenix home before leaving for work early Aug. 8 when Leonard Moreno, 15, approached the officer while walking home from a party. Investigators believe Moreno was intoxicated and pulled out a gun to shoot and kill Vargas for gang recognition.

Moreno pleaded not guilty to shooting Vargas and faces a trial in adult court.

“You don’t willfully kill a law enforcement officer without repercussions,” Arpaio said in a press release.

Over 150 deputies, volunteer posses and reserves took part in the effort to locate residents with weapons violations, drug offenses and felony warrants in the area.

Arizona Sheriff Arpaio Conducts Major Sweep, ACLU Says It Violates Court Orders

    Published October 22, 2013
    Fox News Latino

Sheriff Joe Arpaio conducted an arrest sweep over the weekend, and the American Civil Liberties Union is calling it a violation of court orders that require him to get approval before doing so.

The Maricopa County, Ariz. sheriff, whom courts have said has engaged in profiling of Latinos –and going after those he and his officers suspect of being in the country unlawfully – defended the sweeps, saying they were about crime, not immigrants.

U.S. District Judge Murray Snow found in May that the Maricopa County Sheriff's Office and Arpaio singled out Latinos and kept them in unreasonably prolonged detentions.

Earlier this month, a federal judge ordered the appointment of an independent monitor and a community advisory board to ensure that Arpaio is complying with constitutional requirements after finding his office engages in profiling of Latinos.

"This operation is geared toward crime, [it is] not an illegal immigration operation,” said Arpaio, according to azfamily.com. "Do not arouse the wrath of this sheriff.”

The sweep resulted in 37 arrests, 127 citations and the towing of 15 cars, according to the website.

Arpaio said he wanted to let it be known, in no uncertain terms, that his officers are not backing down from enforcing the laws, despite federal investigations of his department and court findings.

"They know what they're doing, they are professional and will continue to do their job in a professional manner,” said Arpaio, according to azfamily.com.

The ACLU, which has taken a lead role in suing the sheriff’s office on assertions of profiling, filed a violations complaint because, the organization says, Arpaio did not give enough advance notice of the sweep.

"We were surprised by it; we had no prior notice," said Dan Pochoda of the ACLU, according to the website.

The ACLU says Sheriff Arpaio must notify the court monitor of any large operation. The ACLU says it was only given a one-day notice – insufficient, it said, for reviewing the plans.
