Ryan: Obama Can't be Trusted to Enforce Laws

House Budget Committee Chairman Paul Ryan says the problem facing Republicans when it comes to passing an immigration overhaul law is making sure that President Barack Obama actually enforces it.

"The challenge with all of this — is we have a hard time trusting this president in enforcing the laws," the Wisconsin Republican said while speaking at the Hispanic Chamber of Commerce Monday in San Antonio, Texas, The Daily Caller reports.

"Look what he's doing on healthcare and all these extra-legal things he's doing with executive orders and executive actions, that we don't believe he has the authority to do," Ryan told the gathering.

Ryan added that the two-fold challenge is to write a new immigration law "in a way that he'll sign the bill, but write them in the way that he has to execute."

"I won't get into all the details about how do you do that," he added. "But we have strong opinions on how you do that."

Ryan is not alone in this frustration over what Republicans see as Obama's selective enforcement of federal laws.

Responding to a comment from White House Senior Adviser Dan Pfeiffer on CNN that the president is prepared "to get something done, whether together or on our own," Sen. Rand Paul said Sunday it sounded "vaguely like a threat" if Congress fails to act.

"And I think it also has a certain amount of arrogance, in the sense that one of the fundamental principles of our country were the checks and balances, that it wasn't supposed to be easy to pass legislation," the Kentucky Republican said, also on CNN.

"And so there's a lot of things the president's not allowed to do," he continued. "The president's not allowed to write legislation , he's not allowed to amend legislation, he's not allowed to initiate war, and he's not allowed to tell us when we're in recess and when we're not."
