S.D. legislators file resolution promoting federal Southern border wall

By Capitol Bureau staff 36 min ago

On January 2, less than a week before the start of the 2019 South Dakota Legislative Session, a concurrent resolution was filed by 15 S.D. legislators to support the United States Immigration and Customs Enforcement (ICE) in enforcing U.S. immigration laws. The resolution if approved by the South Dakota Legislature, would call on Congress to fund construction of a wall on the U.S.-Mexico border.

S.D. Senator Stace Nelson (R-Fulton) is the primary sponsor and author of the resolution. Cosponsoring the resolution are Senators Blake Curd (R-Sioux Falls), Lynne Hix-DiSanto (R-Rapid City), Phil Jensen (R-Rapid City), Jeff Monroe (R-Pierre), and Lance Russell (R-Hot Springs), and Representatives Tony Randolph (R-Rapid City), Tom Bruner (R-Nisland), Drew Dennert (R-Aberdeen), Kevin Jensen (R-Canton), Tim Goodwin (R-Rapid City), Taffy Howard (R-Rapid City), Sam Marty (R-Prairie City), Julie Frye-Mueller (R-Rapid City), and Tom Pischke (R-Dell Rapids).

According to the South Dakota Legislative Research Council website, “Senate Concurrent Resolution 4 - Commending and thanking the men and women of the United States Immigration and Customs Enforcement (ICE), urging Congress and the President to fund construction of the southern border wall, and urging Congress and the President to ensure compliance with and enforcement of federal immigration laws.”

A concurrent resolution expresses opinions and principles of the S.D. legislature. A resolution does not have the force of law. It is used to authorize sessions or committees, to instruct a department of state government, to petition federal agencies, and to request interim studies by the Legislative Research Council.
