Salvadoran national who is a convicted child-killer was released despite an ICE detainer

A U.S. Immigration and Customs Enforcement (ICE) detainer regarding a convicted child killer was not honored and Salvadoran national Carlos Morales-Ramirez, who had been doing time in the state of California, was released on December 4.

Morales-Ramirez was later arrested by ICE Enforcement and Removal Operations (ERO) Los Angeles officers on December 10, according to a press release.

In 1998 Morales-Ramirez had been "convicted of second-degree murder, assault on a child causing death, and great bodily injury to a child causing death by the Superior Court of California, County of Los Angeles," according to ICE.

ICE's ERO Los Angeles Field Office Director Dave Marin criticized the state's sanctuary policies: “California’s sanctuary policies continue to fail residents by allowing convicted criminals like Morales-Ramirez to walk free – state officials and advocates need to take a hard look at the reality, and potential consequences, of these misguided laws that leave potential victims wildly unprotected from very egregious criminal offenders,” he said in a statement.
