    WOODBURY -- The vans arrived like clockwork almost every day. One would pick up people around 5:20 every morning. The next would bring others home around 7 a.m.

    Neighbors called them "the Mexicans," although those living in the rented house in the 300 block of Glover Street here are actually from Guatemala.

    Some mornings, as one of the 16-passenger vans would pull up in the early morning darkness, the driver would sound the horn, jarring neighbors from a sound sleep.

    Then, on Aug. 16, other vehicles showed up.

    A big, black SUV with tinted windows, a pickup truck and a couple of city police cars pulled into Glover Street a little after 5 a.m., and a special Fugitive Operations team from U.S. Immigration and Customs Enforcement came knocking.

    As raids go, this one wasn't very dramatic. No special uniforms or sub-machine guns, but the agents did wear bullet-resistant vests, neighbors said.

    At least two weeks before, an agent had staked out the house in the early morning hours, looking for one man. The man, a "target" in Department of Homeland Security jargon, was a Guatemalan national who had been in the United States illegally since 1987, according to Mike Gilhooly, the communications director for the Northeast Region of the Immigration and Customs office.

    The man -- ICE/DHS would not identify any of the illegals in any way -- had come into the country by way of the southwest border, Gilhooly said.

    "Entering without inspection is a crime," he added.

    The man "was undetected by immigration officials until the spring of 2004, when he was encountered by an immigration officer," said Gilhooly.

    The Guatemalan was arrested then, but not held.


    Being ordered to leave the country doesn't necessarily mean jail time.

    "We have to make a decision -- based on public safety -- whether a person is detained or not and, if they're eligible for release or for bond, they are expected to show up by law," said Gilhooly.

    The man failed to show up in court for an immigration hearing. In his absence, a federal judge ordered him deported. At that point, he became a fugitive, Gilhooly said.

    There are now three ICE/DHS Fugitive Operations teams in New Jersey. The agency recently developed some information about where he might be, the official stated.

    On Aug. 16, "he wasn't right at the residence we looked at," Gilhooly acknowledged, "but he was located nearby and he was arrested."

    The fugitive team hit additional pay dirt. There were eight other illegal immigrants in the house when it was raided -- and one of them was another target, one on which the team had not yet developed information, said Gilhooly.

    The second man had been in the country illegally since the spring of 2004. "The same thing," Gilhooly said. "He came from Guatemala, entering the United States illegally on the southwest border. He was encountered by the Border Patrol at a checkpoint not far from the border and processed for removal."

    But this man also neglected to appear for a court session and was ordered, in absentia, to be deported.

    "We did not have information on where he was, but he was encountered and was arrested," said Gilhooly.

    All nine Guatemalans have been detained at a federal facility. Gilhooly said determinations would be made about each of the other seven, but the two men already ordered to be deported "will positively be detained until they're removed."

    According to immigration officials, there are "hundreds of cases" like this every week.

    In fiscal year 2005, federal enforcement programs in New Jersey made 467 criminal arrests, 1,500 "administrative" immigration arrests and 890 fugitive apprehensions, said Gilhooly.

    Apprehension of each of the two "targets" in Woodbury is considered an administrative arrest, the customs official explained.

    "We successfully removed 2,400 people from New Jersey and the United States. We had 143 successful criminal indictments and 189 federal court convictions," said Gilhooly.

    Generally, illegal immigrants either enter the country illegally or come in legally, with a visa, and refuse to leave when the visa expires, officials said.

    "When we come into contact with an individual like that, a non-criminal, we serve them with a notice to appear in immigration court, a charging document that says 'We believe you have violated immigration law,' " he said.

    Aliens charged that way have the opportunity to argue their cases before judges.

    Those who are ordered deported are often given time by a judge to "wrap up their affairs" and are given the option of leaving the country voluntarily. If they don't leave, an "order of removal" is issued.

    "A judge's deportation order is not optional," said Gilhooly.

    Even though the Fugitive Operations team had a warrant on Aug. 16 for just one deportee, ICE/DHS "didn't say, 'Have a nice day' to the other eight," he said.

    "If we encounter illegal aliens, they shouldn't be surprised when they're arrested. You don't get a pass just because we weren't looking for you," Gilhooly said.

    "A judge's deportation order is not optional," said Gilhooly.
    However, staying out of the US is optional. You have to laugh at a government that throws illegal aliens in a revolving door.

    but they broke the law to get here.. it makes no sense

    Why don't IRS agents accompany ICE in these raids? Or do they?

    What part of "We don't owe our jobs to India" are you unable to understand, Senator?

    There is an article in archives somewhere about persons fighting a day labor pickup corner. The IRS followed up on businesses picking up workers.
