ALBANY, Nov. 13 —Gov. Eliot Spitzer is abandoning his plan to issue driver’s licenses to illegal immigrants, saying that opposition is just too overwhelming to move forward with such a policy.


The governor, who is to announce the move formally on Wednesday, said in an interview Tuesday night that he did not reach the decision easily. “You have perhaps seen me struggle with it because I thought we had a principled decision, and it’s not necessarily easy to back away from trying to move a debate forward,â€

But he came to believe the proposal would ultimately be blocked, he said, either by legal challenges, a vote by the Legislature to deny funding for the Department of Motor Vehicles or a refusal by upstate county clerks to carry it out.

WASHINGTON - Gov. Eliot Spitzer will withdraw his controversial plan to grant driver's licenses to illegal immigrants during a meeting Wednesday morning with the state's congressional delegation in the Capitol, a Spitzer spokeswoman confirmed Tuesday night.

Christine Anderson confirmed that the governor plans on withdrawing the plan, but did not elaborate late Tuesday night.

The move comes as Spitzer faced mounting pressure from Democrats and Mayor Michael Bloomberg to drop the plan, which has provoked a huge public backlash and given Republicans a weapon against Spitzer's allies -- especially Hillary Rodham Clinton.

Spitzer will make the argument that "immigration is a federal, not a state issue," said one person familiar with the governor's thinking. In the past, the governor has argued that Washington's inaction on comprehensive immigration reform forced him to put forward the license proposal.

Clinton, who reluctantly announced her support after being backed into a corner on the issue at last month's Democratic debate in Philadelphia, won't attend the meeting -- although she will be in Washington all day, her staff said. Sen. Charles Schumer will attend this morning's meeting, according to aides.

Spitzer already dialed back the plan three weeks ago after being savaged for proposing a license that could potentially help terrorists and criminals get identification.

Under the original plan, illegal immigrants would have been eligible for the same licenses available to other New Yorkers. But after intense negotiations with the Department of Homeland Security, he announced Oct. 27 that illegal immigrants would be eligible only for a "third-tier" license that would be marked as unusable for federal identification purposes, such as boarding a plane.

That decision was seen as a betrayal by immigrant groups and some of his most ardent supporters, but did not pacify his critics.

While in Puerto Rico last week, Spitzer indicated he had not ruled out shelving the plan altogether.

ALIPAC played a huge part in all of these victories. Come on board, make noise because collectively, together we can move mountains!

I'm sure the Clintons leaned on him pretty hard to drop it, especially after Hellary tripped all over her tongue this weekend.

and thats exactly why Spitzer dropped it because it costing the Dem's too much to confront this issue. As a New Yorker i would like to thank W and all my fellow ALIPACer's for helping to defeat this horrible idea from our Disfunctional Governor, you guys are the best
