The delegations from Mexico & the U.S. taking part in the 47th Inter Parliamentary Reunion buried and placed a headstone on the future of the Merida Initiative. Delegates stated this was because the plan was formulated without prior consultation with the legislatures in both countries. One country demands accountability while the other rejects provisos.

El Diario (Ciudad Juarez, Chihuahua) 6/8/08

- U.S. & Mexico delegates agreed on the creation of a Bi National Migration Commission, one which would not become functional until after the U.S. presidential elections in November. They also suggested creating a customs union in the areas of steel, automotive parts & textiles. And Senator Dodd (D-CT) said the U.S. will not give a "blank check" to combat narcotraffic and organized crime, adding that the U.S. Congress cannot approve funds requested by the Executive Branch without imposing limitations. Mexican Senate leader Santiago Creel said that Mexico had not requested and was not in agreement with restrictive assistance since the only thing needed is larger and better shared responsibilities.

- There were 30 homicides in Juarez in all of June, 2007; this year there have been 38 in the first seven days of the month. And in some parts of the city of Juarez, desperate citizens are chaining their cars to metal posts cemented into the ground to attempt to prevent thieves from stealing them. Others go a step further and park their vehicles inside wrought iron cages. ( The attachment to this report is a related photo.)

Headline: "Mexican narco invades U.S."
A report dated 4/11/08 by the National Drug Intelligence Center of the U.S. Dep't. of Justice says that the Mexican drug cartels have not only been able to control almost all of their country of origin but now they also control the links for the flow of narcotics in 195 cities of the 50 states of the U.S. According to the report, 80% of drug consumption in the U.S. is provided by these cartels.

El Diario de Coahuila (Saltillo, Coahuila) 6/8/08

- The wave of violence brought about by drug traffic in the state of Chihuahua resulted in eleven men executed by gunfire between Friday night and Saturday, five of them in Juarez, as well as two ex-police chiefs in Janos, 230 kms. southwest of this border.
This brings the year's total to 442 not counting the 45 bodies located in two "narcograves" last February. There have been 232 executions since Joint Operation Chihuahua began on April 1st, and these numbers are for Ciudad Juarez only.

- The violence unleashed in the (neighboring) state of Durango by the "Zeta" killers and their allies, the Beltran Leyva brothers, has paralyzed Durango residents. Fear is quite evident. In various towns, people refuse to go out, businessmen fear being victims of abduction and officials do not know how to stop the executions which have increased in the last two weeks, when there have been four forcible abductions, 25 executions, ten of which were decapitations, and several "narcomessages". Area citizens now have a self-imposed curfew.

El Imparcial (Hermosillo, Sonora) 6/8/08

Two light aircraft carrying a total of some 600 to 800 kgs. of marihuana were seized in the Sonoran Sierra in less than 24 hours: one of them on Friday p.m. near Bacanuchi, between Cananea and Agua Prieta (some 50 mi. S. of Cananea, Sonora.) The other was in a mountainous area S.E. of Imuris ( a town less than 50 mi. So. of Nogales). There were vehicles with weed at each location, plus aviation gas containers.

Mexican Congressman Edmundo Ramirez Martinez, coordinator of the Migration Work Group, said that emigration from Mexico has become feminized and that even many children now take part in it; further, that last year 650 thousand Mexicans abandoned the country in search of the American dream and 52% were women mostly under 28 years of age. All this, he said, underlines the importance of reaching a migratory accord, always respecting individual rights, because emigration will continue even with more severe measures. He called upon President Calderon to publish (note: and thus to proclaim and enact) the reforms approved by the Mexican Congress decriminalizing illegal entry into Mexico, so that what Mexico demands from abroad will be the same as what they practice domestically.

Milenio (Mexico City) 6/8/08

Mex. military in Ciudad Juarez announced four different events which took place yesterday (Sat.) at or before dawn, all involving arrests and or seizures of drugs.
a) At the Samalayuca highway checkpoint between Chihuahua City and Juarez: a double-bottom p/u truck with 11 packages of cocaine (total of 8 kgs., 300 gms.); 3 kgs., 400 gms. of heroin; 2 kgs., 950 gms. of crystal. One arrest.
b) At Colonia Ampliacion Aeropuerto, Juarez: 500 kgs. of weed, a 7.62 rifle, 3 pistols, several vehicles. Four men arrested.
c) At Colonia Anahuac, on the north side of Juarez, 510 kgs. of marihuana
d) At Pascual Rubio & Gomez Morin Sts.: two and a half tons of marihuana hidden in a vehicle. Two men arrested.

At #1514 Eligio Posten St., Oasis Revolucion subdivision, Juarez: eleven tons, 400 kilos of marihuana, 4 shoulder weapons, a revolver & some ammo. No arrests.

Police on patrol came upon 780 kgs. of marihuana in 99 packages, all camouflaged in and under brush, by the side of a dirt road behind "Las Antenas" Hill west of Mexicali.

Another article published today said Congress was going to change the laguage and only make recommendations instead of conditions which had to be met. If true, then Mexico would have no accountability.

The Mexican army is already getting $50 million from our government that is attached to the Iraq War Funding Bill and separate from the Merida Initiative.

Along with funding the war through the first month of the next president's term, the bill provides Jordan's military $100 million and Mexico's armed forces $50 million.
