    The Cost of the Shuler Immigration Bill

    Legislation sponsored by Congressman Heath Shuler (D-North Carolina) whereby employers would have to verify the work eligibility of all employees within four years using the currently voluntary system run the Department of Homeland Security has now been scored by the Congressional Budget Office (CBO).

    CBO has placed a 10-year, $23 billion price tag on the Shuler bill that Republicans are pushing to bring to the House floor for a vote. The petition to bring the bill to the floor now has 185 signatures, short of the 218 needed to force a floor vote. Shuler is disputing the cost of the bill and HAI has learned Shuler has requested a conference call with CBO analysts to discuss their assumptions.

    Shuler’s major complaint about the CBO analysis is that it does not counterbalance implementation costs with the costs of illegal immigration. For example, in Shuler’s state of North Carolina, at least $1 billion annually goes to education and health care costs for illegal immigrants according to Shuler’s staff.

    CBO said the bill would cause federal revenues to decrease by more than $17 billion over the same time period because employers would stop paying taxes for their undocumented employees. In a single year, CBO also said the bill would cost private-sector employers $136 million and state and local governments $68 million to comply with the bill’s employment verification requirements.

    Nu-uh, I'm NOT buying that! A majority of employers hire illegal aliens under the table, so no taxes are paid. If illegal aliens were paying taxes, we would know who they are and where to find them!

    If ONE county is paying out over $1.1 BILLION in ONE year for services illegal aliens use and DON'T pay for, IMAGINE the cost savings for the entire country when our laws are enforced!

    Not to mention that money earned in the US would STAY in the US!

    If the unemployed Americans regained their jobs the money lost from taxes such as they are paid by employers of illegal aliens would be replaced. It would remove the cost of public assistance for some Americans and not lead to an equal rise for newly unemployed illegal aliens. The pay rates for the Americans those would likely be higher as well.

    So to "our" Elitist Politicians the concern is for the COST to the ILLEGAL EMPLOYERS and NOT the COST and SAFETY to the UNITED STATES CITIZENS! No one should be surprised!

    Factoring in the costs of the illegal invasion, I think Shuler's bill is a bargain!

    Let's be clear

    Let's be clear regarding the CBO's slant on the analysis. More succinctly, who gains and who loses with this legislation?

    The winners: States and municipalities will save billions in education, health care, social services, and incarceration. Sure, they'll lose some revenue, but far less than it's costing them now.

    The losers: The Fed. and the IRS: Although most of the costs associated with illegal immigration fall on states and municipalities, the Federal Government and IRS make billions in tax revenue off of illegals. Furthermore, politicians on both sides have their hands in the till for contributions and potential votes.

    When viewed this way, is it surprising the CBO is trying to sabotage the legislation by putting a phony price tag on it?

    My point is that Shuler is looking at the overall cost savings to EVERYONE, while the CBO is simply responsible for looking at the impact at the Federal level. They only see an implementation cost and a loss of future revenue. They could care less about the rest. THEREIN lies the problem and a major source of the hurdles we face.
