On this weekend’s broadcast of “Fox News Sunday,” White House senior adviser Stephen Miller described former President George W. Bush’s record on immigration as an “astonishing betrayal.”


Miller said, “As you know, when George Bush came into office, illegal immigration total doubled from 6 million to 12 million by the time he left office.”



He added, “That represented an astonishing betrayal of the American people. I’m not gonna sit here today and tell you that George Bush defended this country on the southern border because he did not.”

White House policy adviser Stephen Miller vigorously defended President Trump’s national emergency declaration, saying the commander-in-chief is on solid constitutional ground because Congress gave presidents the authority to use executive power decades ago.


“They passed a law specifically saying the president could have this authority. It’s in the plain statute,” Miller told host Chris Wallace on “Fox News Sunday.” “That’s the decision that Congress made and if people don’t like that they can address it.”


Miller said Trump is invoking the 1976 National Emergencies Act so he can reallocate funds from other sources – including from the Pentagon’s construction budget – to get $8 billion for a wall on the southern border.
Trump acted after Congress passed a spending bill last week that provided $1.3 billion for the barrier, far short of the $5 billion Trump had demanded.
But Wallace suggested Trump was overreaching and violating Article 1 of the Constitution that gives Congress the “power of the purse” to appropriate funds for projects.


Miller said the law gave Trump and past presidents the ability to access military construction funds.


“If the president were to say we’re going to use military construction funds to, say, increase a perimeter around a base in Bahrain, around a base in Syria, nobody would even say anything about it,” Miller explained. “And we have 4,000 troops on the border right now and as a result of that mission they need to secure those areas where they’re patrolling.”


Wallace said national emergencies have been declared 59 times since the law was passed and asked Miller to name one time when the president used the emergency powers to get funds after Congress turned him down.


“What you’re missing, Chris, is that national emergencies don’t have all the same authorities and the same justification,” Miller responded.


“I assume that, but there have been 59. Can you find one case like that?,” Wallace pressed.


“This authority specifically refers to using military construction funds,” Miller said.


Wallace pointed out that it happened twice – once by President George H.W. Bush during the Gulf War and once by President George W. Bush after Sept. 11.


“Can you name one foreign threat in the world today, outside the country’s borders that currently kills more Americans than the threats crossing our southern border?” Miller tried to deflect.


“You know the joy of this is I get to ask you questions,” Wallace said and then continued to urge Miller to name one case.


“The current situation pertains specifically to the military construction authority,” Miller said.


“But it didn’t involve taking money that Congress refused to appropriate,” Wallace said.


“They didn’t refuse to appropriate it. They passed a law specifically saying the president could have this authority,” the White House adviser said.

White House adviser Stephen Miller defended President Trump’s emergency declaration in an interview Sunday and blasted former President George W. Bush of betraying the country by allowing illegal border crossings to increase.


Debating the facts surrounding migrants and drugs coming across the border with host Chris Wallace on “Fox News Sunday,” policy adviser Stephen Miller laid the blame at Bush’s feet.



“So let’s start with your point about the border crossings in the year 2000. As you know, when George Bush came into office, illegal immigration total – doubled from 6 million to 12 million by the time he left office,” Miller said. “That represented an astonishing betrayal of the American people.”


Wallace, addressing Trump’s claim of an “invasion” of illegal immigrants, had pointed out that illegal border crossings last year were a quarter than they were in 2000 and that the majority of the people in the US illegally were because they overstayed their visas.



“I’m not going to sit here today and tell you that George Bush defended this country on the southern border because he did not,” Miller said. “One of the biggest changes that’s happened since then and now is the mass release of illegal aliens due to a patchwork of court rulings and loopholes in our federal laws and changing tactics from smugglers and transnational organizations.”


Citing government statistics, Wallace said up to 90 percent of the cocaine, heroin and fentanyl seized at the border occurred at ports of entry, not along unfenced areas as Trump claimed.


“But, Chris, the problem with the statement that you’re apprehending 80 to 90 percent of the drugs at the ports of entry, that’s like saying, you apprehend this contraband at TSA checkpoints at airports,” Miller said. “You apprehend the contraband there because that’s where you have the people, that’s where you have the screeners.”



Trump declared a national emergency on the southern border on Friday that would enable him to access $8 billion in funds to build a wall.


The action came after Congress passed a spending bill that would give him $1.3 billion, far short of the $5.7 billion he had demanded.

Washington (AFP) – A top adviser to Donald Trump said Sunday that the president’s emergency declaration could allow “hundreds of miles” of barriers to be built on the Mexican border before the 2020 election.

“You’re looking at hundreds of miles,” Stephen Miller said on “Fox News Sunday,” “probably a couple hundred miles” by September 2020, two months before the election.

Trump has made clear he plans to exploit the issue in his re-election campaign, even amid sharp criticism from Democrats, rights groups, border-state landowners — and several prominent Republicans.


The president on Friday invoked a “national emergency” to justify tapping military and other funds for barrier construction, after Congress approved less than a fourth the $5.7 billion he had sought for border security.

Miller, echoing Trump’s arguments, said that an unsecured border allowed drugs and criminals to pour into the country. He dismissed government statistics showing illegal entries had fallen.

“You cannot have uncontrolled, unsecured areas of the border where people can pour in undetected,” he said.

But asked to cite an example of a past president invoking an emergency after being denied funds by Congress, Miller could not do so. “If people don’t like that, they can address it,” he said.


– An ‘imminent’ challenge –


Given the near-certainty of legal challenges and of a possible blocking move in Congress, it is far from clear how quickly barrier construction can advance on the 1,950-mile (3,140-kilometer) border.


Xavier Becerra, the attorney general of California, told ABC his state would be filing a lawsuit against the project “definitely, and imminently.”

He said California and other states had legal standing in the case because they risked losing moneys intended for military projects, disaster assistance and other purposes. Several states “will be harmed,” he said.

Another Democrat, Senator Tammy Duckworth of Illinois, said she thought Congress could pass a resolution to block Trump’s action but might not be able to summon the votes to override a likely Trump veto.

Miller stopped just short of predicting a Trump veto, saying simply, “He will protect his national emergency declaration — guaranteed.”

Several Republican senators have decried the emergency declaration, saying it establishes a dangerous precedent and amounts to executive overreach. How they might vote on a resolution is unclear.
But one well-known Republican, former Massachusetts governor William Weld, is even entertaining a 2020 primary challenge to the president.


While his chances would appear slim, he argued Sunday on ABC that Americans cannot afford six more years of a president who “wants to divide the country” and is “reckless” in running up trillion-dollar deficits.

He said the emergency declaration was an example of Trump trying to “make himself seem indispensable,” then added, “He’s not indispensable at all.”

I'm a little disappointed in Mr. Miller. He has no problem chiming in on how Bush betrayed the nation while completely ignoring and actively evading any comment on Trump's betrayal by signing the 2019 DHS funding bill. Heck, he didn't even take the opportunity to openly criticize the U.S. Congress for passing the bill!

Stephen Miller is one of the last of our kind in the Trump administration. But I agree with MW while at the same time understanding why Miller cannot criticize his boss Trump in any way because Trump does not allow that.

Our military is deployed to the border.

Send our bulldozers and TANKS and let them clear as much brush as they can to prepare for the WALL and give the Border Patrol a one mile buffer zone to see them coming and to clear them a path for their vehicles, horses and ATV's!!!

Get our Navy and Coast Guard on the Rio Grande, International Waters, to defend our border. Once these illegals hit the water...CALL MEXICO TO FISH THEM OUT! No more rescues endangering our BP lives! Do not wait for them to get across, Mexico can get them!

Get those military personnel in HEAVY EQUIPMENT blazing a path everywhere they can!

We already pay their paychecks, we paid for the equipment...now get it deployed!

And every tank, jeep and truck coming back from Syria...get it on OUR border. Do not leave our stuff there!

Let the Reservists do their 2-week annual detachment on the border to help out! We pay their paychecks...get 'em down there!

Agree! That is why I said yesterday, he can be more help by coming out of the WH and exposing what is going on there.

At this point in time, I don't think he can do much, if anything at all, in the administration. They are using him for appearance sake.

Just as they are using this dud of a National Emergency they are using Stephen Miller to placate while they do their dirty work.
