    Nigeria: Finally, Lagos Gets Rid of Togolese Immigrants

    LAGOS State government has finally succeeded in the repatriation of the Togolese Immigrants who came to seek asylum in the state three months ago. The repatriation was achieved last Saturday, two weeks after the state government lamented the pressure their continued stay was putting on its relief facilities.

    The first batch of the immigrants arrived the country passing through bush paths to avoid been arrested by the officers of the Nigerian Immigration Service, NIS, and went straight to the South-West Zonal office of the National Commission for Refugees, Migrants and Internally-Displaced Persons, NCFRMI in Ikoyi, Lagos.

    On arrival at the commission, Vanguard learnt they were moved to the Igbogbo Camp, Ikorodu, a centre managed by the Federal Government. The news of Nigeria's magnanimity reached other immigrants in Benin Republic where they had camped for 10 years seeking asylum after fleeing their home following the post-election violence which erupted after the April 27th, 2005 presidential election in the country.

    Vanguard learned that others left the French speaking country to join their brothers in Nigeria. But as the number of the immigrants increased, the one-storey building secured by the commission as shelter for immigrants and displaced persons could not accommodate them. One of the immigrants, Mrs. Davovo Domtchui, in an interview with Vanguard said that the one-storey building was already filled up by Internally Displaced Persons, IDP before their arrival.


    She explained, "Upon arrival, the commission, NCFRMI, provided two rooms for 24 persons. But as more persons (immigrants) arrived, the facility could no longer accommodate us." The inability of the commission to accommodate more immigrants, sources said, forced the new batch of Togolese who had stormed the commission's office in Ikoyi, seeking for asylum to sleep on the ever busy road.

    Their continued stay on the walkway and the security threat pose by their action, caught the attention of the state governor, Mr. Akinwunmi Ambode who directed the State Emergency management Agency, LASEMA to transfer the 114 immigrants outside the commission to the two relief Camps in the state.


    Reading the action of the governor, Mrs Domtchui, told Vanguard that it prompted more immigrants to embark on the journey to Nigeria, increasing the number from 114 to 199 .

    Barely weeks after providing shelter, Lagos state government urged the Federal Government to repatriate the immigrants, saying it could can no longer continue to accommodate them due to the enormous pressure put on the facilities at the Emergency Relief Camps in Igando and Agbowa.


    The Secretary to the State Government, SSG, Mr. Tunji Bello said that the measure to provide accommodation for the Togolese immigrants became necessary considering their pathetic condition. Bello disclosed that the Ministry of Internal Affairs, Ministry of Foreign Affairs and the Nigerian Immigration Services, NIS were notified, in compliance with the governor's directive.


    Following the realization that those agencies have not taken any step to address the situation, the SSG lamented that the state government could no longer accommodate the Togolese immigrants due to the enormous pressure put on the state facilities. He added that the two emergency facilities were seriously pressurized and could no longer accommodate anybody.


    Bello also stated that the state's hospitality to other Nigerians and other lawful neighbours in distress should not be abused or over-stretched as their relief Camps were built to accommodate residents and Nigerians during emergencies and period of disaster and not immigrants. The state government's prayer was finally answered last Saturday, when the Federal Government directed the Nigerian Immigration Service, NIS to ensure the repatriation of the 260 Togolese immigrants.

    The repatriation ending their three months stay in Nigeria. Vanguard gathered that the plan to repatriate the immigrants was concluded the previous Tuesday, after the Lagos State assured the central government of its readiness to provide the logistics to ensure the prompt repatriation of the immigrants.


    An official of the Lagos State Government and Mrs. Megan Chapman, Co-founder of Justice and Empowerment Initiatives, JEI, a Non Governmental Organisation assisting the immigrants in their application for asylum, confirmed the repatriation to Vanguard yesterday.


    When Vanguard visited the Lagos State Relief Camp at Igando, Igando-Ikotun Local Council Development Area, LCDA, one of the three designated Camps, the Togolese immigrants were not sighted at the camp. Other camps in Igbogbo and Agbowa, Ikorodu managed by the Federal and Lagos State government also witnessed similar development.


    Bus transits
    Sources said that the immigrants were conveyed in three Bus Rapid Transits, BRT buses from the camps simultaneously at about 10:00 am by NIS officials in collaboration with the Lagos state government.

    Mrs. Megan Chapman, Co-founder/ Co-Director of Justice and Empowerment Initiatives, JEI, a Non Governmental Organisation, NGO handling their case, said; "260 were deported last night by NIS. They were handed over to the immigration officials in Benin Republic, who were expected to take them to Togolese border."


    She however lamented that her main concern was that after a negative refugee status determination, asylum seekers have a right to appeal within 30 days and the right to remain in country during this time. This is clearly stated in the National Commission for Refugees, Migrants, and Internally Displaced Persons, NCFRMI Act.


    "Yesterday's immediate deportation made exercising such right impossible. United Nations High Commissioner for Refugees, UNHCR assured me that the asylum seekers would be kept in custody of NIS until Monday at least so we could raise such concerns with NCFRMI, but this did not in fact happen. Effort to contact NCFRMI officials proved abortive due to the weekend break.


    "At this point, the Togolese are back in Benin (where they spent 10 years) and we do not know their fate there, whether they will ultimately be repatriated to Togo or allowed to remain in Benin Republic," she added.

    It's a yoruba word which in nigerian pidgin english would translate to 'E don scatter' which basically means everything has gone pear-shaped or haywire. A mess, essentially.

    Also to add to that in Beasts Of No Nation, what Fela said was 'o fe she lu, ayakata!', meaning 'he/she brushed him/her to the side, she/he fell, became scattered, or dazed/confused/defeated'. The meaning of many pidgin and Yoruba words are fairly ambiguous and mostly depend on context.
