    WACO, Texas (Reuters) - President Bush and the leaders of Canada and Mexico papered over trade and immigration disputes on Wednesday as they agreed to improve security and unify business practices to confront competition from Asia.
    Bush, Canadian Prime Minister Paul Martin and Mexican President Vicente Fox met at Baylor University and issued a statement on the establishment of the "Security and Prosperity Partnership of North America."

    At a news conference, they acknowledged disagreements over U.S. immigration policy, which Mexico wants eased, and U.S.-Canadian trade disputes over Canadian lumber, beef and cattle exports. The three countries are partners in the North American Free Trade Agreement.

    "Look, we've got differences," Bush said. "And the fundamental question is: Do we have the capacity to continue moving forward with the relationship? And the answer is absolutely."

    Martin acknowledged a sore spot for the United States -- Canada's decision earlier this year not to participate in the U.S. missile defense system, which was seen as a snub to Bush. Martin said while "the file is closed" on missile defense, the bilateral relationship was strong.

    "Our cooperation in terms of defense, in terms of our borders, in terms of the defense of our common frontiers is not only very clear, but it is being accentuated," he said.

    The North American allies acknowledged the need to stay competitive with Asia, where China and India are rising economic powers, and said the pact aimed for cooperation to ease cumbersome business regulations and trade barriers.

    "Essentially what we want to do is to make sure, given the threat that we face from rising economies elsewhere, primarily in Asia -- both threats and an opportunity, by the way -- that, in fact, North America is as strong, as competitive as it can possibly be," Martin said.

    The three leaders went for lunch after the meeting to Bush's ranch in nearby Crawford.

    BORDER SECURITY

    Their agreement also seeks stronger cooperation on a key issue for the United States, which has pressed its neighbors to improve border security after the Sept. 11, 2001, attacks.

    "There are some million people a day crossing the border, from Mexico to the United States, which presents a common issue, and that is, how do we make sure those crossing the border are not terrorists or drug runners or gunrunners or smugglers?" Bush said. Continued ...

    "And I have told the president (Fox) that we will -- I will continue to push for reasonable, common-sense immigration policy with the United States Congress," he said.
    Bush's proposal for a temporary guest worker program that would allow millions of illegal immigrants, mostly Mexicans, to win legal status for three years if they had jobs has met strong opposition in the U.S. Congress.

    The three countries pledged to establish a common approach to security by implementing common border security, protecting against threats to agriculture and strengthening protection of infrastructure such as bridges.

    The pact also calls for improving aviation and maritime security, combating transnational threats and strengthening intelligence partnerships.

    It also seeks to promote collaboration in the energy, transportation, financial services and technology sectors, and reduce the cost of trade through the "efficient movement of goods and people."

    "We have a lot of trade between our three countries and we feel that we can still bring down the cost of trade much more and that will allow the trade between our countries to increase even more," Fox said.

    Well, there ya have it. Do you recall Bush saying, when he was first elected, maybe before that he didn't like protesters?? I guess he dislikes them enough to lie. Be sure to watch Dobbs tonight. They have the vocal of all this.
