Third immigrant plane lands in San Diego

SAN DIEGO - A third plane filled with Central American immigrants, mostly unaccompanied children, landed at Lindbergh Field Monday morning as protests continued at the Border Patrol station in Murrieta.

The first plane from Texas carrying 140 immigrants arrived July 1. The immigrants were then transported to the Border Patrol facility in Murrieta. However, the buses were blocked by protesters and forced to head back down to a facility in San Ysidro.

The second plane arrived Friday, the immigrants were bused to a BP facility in San Ysidro.

Ron Zermeno, a Border Patrol union official, told 10News last week that 40 of those immigrants on the first plane were quarantined at the BP Chula Vista Station with active scabies and head lice. The rest were processed through other BP facilities and released.

Zermeno later disclosed that a BP agent who had being processing immigrants had contracted scabies.

On Sunday, Zermeno told 10News that BP had placed him under a gag order.

“As long as they send the bodies up there (Murrieta) to be processed, there will be no agents patrolling, and that's what the agency doesn't want me to say,” Zermeno said.

Thousands of children and families have arrived on the Texas border in recent months fleeing violence, murders and extortion from criminal gangs in Guatemala, El Salvador and Honduras. Since October, more than 52,000 unaccompanied children have been detained.

The crunch on the border in Texas' Rio Grande Valley prompted U.S. authorities to fly immigrant families to other Texas cities and to Southern California for processing.

The Border Patrol is coping with excess capacity across the Southwest, and cities' responses to the arriving immigrants have ranged from welcoming to indifferent. In the border town of El Centro, California, a flight arrived Wednesday without protest.

President Barack Obama last week called the spike in immigrants crossing into the U.S. through Texas a "humanitarian crisis." He asked for more than $2 billion to help with the situation. The president said he will go around Congress and shift resources to the border by the end of summer.

After being processed, the immigrants are being turned over to U.S. Immigration and Custom Enforcement (ICE). Those planning on staying with family members or friends across the country are being taken to bus terminals or airports -- but will be required to report to the nearest ICE facility for case management.

Zermeno said the immigrants will continue to be distributed among San Diego Sector Border Patrol facilities, which could include El Cajon, El Centro, Chula Vista, Campo, Boulevard or San Clemente.

After being screened by the Department of Human Services, the immigrants might be released with instructions to report to an ICE office within 15 days. Some could be allowed to stay under the Alternatives to Detention (ATD) program. According to ICE, ATD is a “flight-mitigation tool that uses technology and case management to increase compliance with release conditions and facilitate alien compliance with court hearings and final orders of removal while allowing aliens to remain in their community.”

The buses are headed into San Ysidro again, with a police escort of at least 4 police cars.

There are 2 dozen or so people at Murrieta, and NO riot squad.

Third Plane of Undocumented Immigrants Lands in San Diego
Officials say they are not providing information on the whereabouts for the approximate 280 undocumented immigrants transferred to San Diego due to security reasons

    R. Stickney and Megan Tevrizian NBC
    Jul 7, 2014

For the third time in a week, a plane full of undocumented immigrants landed in San Diego as part of the ongoing transfer of families and children from Texas to California.

More than 100 women and children disembarked the chartered plane, walked across the tarmac at Lindbergh Field and boarded three waiting buses just after 10 a.m.

The children appeared to range in ages from toddlers to teens.

The undocumented families and children from Central America were flown to San Diego for processing as part of the federal government's plan to address the nation’s border crisis.

Just before 11 a.m., the Department of Homeland Security buses were spotted heading south on Interstate 5 toward the U.S. Customs and Border Protection station Chula Vista in San Ysidro, just north of the U.S.-Mexico border.

The CBP had originally said buses of undocumented immigrants could be transported to the Murrieta processing facility every third day beginning on July 1.

Those plans were thwarted by a small group of protesters that blocked the buses' arrival last week.

On Saturday, a 26-year-old mother of three from Honduras spoke with NBC 7 as she waited outside the federal courthouse in downtown San Diego.

Her brother from Oklahoma arrived five hours after officials released her and her children ages 10, 9 and 4.

Another woman, an El Salvador woman traveling with her two children, was also waiting outside the courthouse Saturday.

Both women arrived on a flight last Tuesday.

Officials from DHS, CHP or Immigrations of Customs and Enforcement were not willing to provide details regarding the release of the approximate 280 undocumented immigrants brought to San Diego on July 1 and 4.

A spokesperson for ICE said officials would not be providing that information for security reasons.

One union representative told NBC 7 the entire San Diego sector of CBP employees has been told not to discuss plans regarding the arrival and movement of undocumented immigrants in Southern California.

Protests Continue as More Migrants Transferred

As more migrants are transferred to California, protesters on both sides continue to turn out near suburban processing facility

An additional transfer of about 100 undocumented migrants from border detention facilities to California brought another round of protests Monday, as well as concern from local officials over the cost to local cities.

U.S. Customs and Border Patrol had originally said buses of undocumented immigrants could be transported to the Murrieta processing facility in Riverside County every third day beginning July 1.

But those plans were thwarted by a small group of protesters that blocked the buses' arrival last week.

Near the site of that confrontation, residents continued to turn out to protest the potential arrival of any new transfers Monday. By late afternoon, all the transfers appeared to have been taken to other Southern California facilities, but that did not deter the protesters.

"This is our town and we want to take it back,” Sheila Shaw said outside of the U.S. Customs and Border station. A long-time Murrieta resident, Shaw said she doesn’t want hundreds of undocuments immigrants processed in her city, and then released.

She’s one of many who are concerned about where the migrants will live before their cases can be heard by an immigration court judge - a process that can take years.

The chartered planes full of undocumented immigrants landed in San Diego as part of the ongoing transfer of families and children from Texas and New Mexico to California. Mostly women and children, officials say the plan is to process them at local facilities and reunite them with family members and social service organizations.

The undocumented families and children were flown to San Diego for processing as part of the federal government's plan to address the nation’s border crisis - a plan that has divided Southern California residents.

"And it's a very very sad thing that's going on," Shaw said.

Supporters of the migrants, many of whom say they have fled dangerous conditions in Mexico and in Central America, argue that residents have taken their opposition overboard.

"There's no reason they should be throwing themselves at busses full of scared children," said Cassandra Rules, a resident of nearby Redlands.

“We should never turn away children. We should protect all children.

And it's a sad world when giving a child food education and shelter is frowned upon."

The demonstrations, though, are also costing tax dollars. Police officials say 11 officers each day are now providing crowd control outside the border patrol building rather than patrolling the city’s streets.

Some officers are working up to 18 hours a day, costing the city tens of thousands of dollars in overtime.

City leaders are keeping a running tally on how much the police protection is costing Murrieta taxpayers in hopes of getting reimbursed by the federal government.

The next round of transfers is expected to arrive in California Thursday.

While officials have declined to state where the transfers are being taken - citing security risks - it is believed that many have been taken to the Chula Vista facility in San Ysidro, just north of the U.S.-Mexico border.
