    Man Charged With Aggravated Sexual Battery Of Child

    An illegal immigrant who was deported two years ago is back in Tennessee and accused of a new crime against a girl. Victor Quroz-Salate is in jail without bond, charged with aggravated sexual battery of a 9-year-old girl.

    He was arrested before and deported from Nashville for several other charges, but none as serious as this one.

    Once someone is deported, that's suppose to be their final punishment. But for about 2 percent of the immigrants arrested in Middle Tennessee, they return and reoffend. Authorities said Quroz-Salate is one of them.

    A girl staying at a friend's house in the Gallatin community told police Quroz-Salate touched her.

    "The little girl, the 9-year-old girl was actually awoken when he got in the bed with her and made physical contact with her," said Gallatin police Sgt. Bill Stormant.

    Gallatin police said Quroz-Salate moved to Gallatin about one year ago from Mexico. They said he was living in this country illegally after already having been deported from Nashville back in 2009.

    "He even made the statement to the officers that he liked being in Tennessee and in the United States because he gets stuff for free here," said Stormant.

    Quroz-Salate was deported a few years ago because of domestic assault, criminal impersonation and driving with no driver's license charges, all misdemeanors.

    "Advocates have complained for years that we shouldn't even be dealing with misdemeanor offenders. Our theory was we wanted to do that so to prevent crimes from being committed here," said Davidson County Sheriff Daron Hall.

    Hall said 98 percent of immigrants deported never return. Quroz-Salate falls into that 2 percent who do return and reoffend. Hall said the country's immigration system is broken, but he still believes Nashville's program is working.

    "Unfortunately, the federal system has to be fixed, too. We can only do what we can do in this county," said Hall.

    Gallatin police said they are confident Quroz-Salate will be found guilty of aggravated sexual battery of a child and get deported again soon.
    "We just hope that this time we, can get him out of the country and keep him out of the country," said Stormant.

    "Is there any way to do that?" asked Channel 4 report Caroline Moses.

    "Your guess is as good as mine on that," said Stormant.

    Hall is flying to Washington, D.C., on Thursday night to talk to Congress about the immigration issue and Nashville's deportation program. He said even though people like Quroz-Salate sometimes do return, the 287g program reduced the rate of crime committed by illegal immigrants down from when the program started back in 2007 by about 67 percent.
