Wicker sworn in as U.S. Senator
By MARIA RECIO
SUN HERALD WASHINGTON BUREAU

WASHINGTON -- It was short and sweet as Vice President Dick Cheney swore in Sen. Roger Wicker, R-Miss., on the Senate floor shortly after 9 a.m. and then re-enacted it for the cameras in the Old Senate Chamber.

"It's very humbling," said Wicker just moments after the re-enactment, "and it's quite an honor." Wicker's wife Gayle held a Bible for the so-called mock swearing-in for the senator appointed to fill the seat of former Sen. Trent Lott, R-Miss. Only senators and select staffers can be on the Senate floor when the chamber is in session. During the actual ceremony Wicker was escorted by the state's senior senator, Thad Cochran, R-Miss.

About 70 well-wishers -- family members, members of the House and Senate, including Rep. Gene Taylor, D-Bay St. Louis, staffers and supporters -- joined Wicker for a reception in the ornate Lyndon B. Johnson room just steps from the Senate floor.

"It's wonderful to have so many old friends and family members here," said Wicker. Among the family members: Wicker's 83-year-old father Fred, his three children, Margaret McPhillips, Caroline Wicker and McDaniel Wicker and his sister Ellen Cummings.

Asked if he was distracted by the legal battle in Mississippi between Democrats and Republicans over the election date to fill the seat for a full six-year term, Wicker said, "No. There's absolutely nothing I can do about it. This is a day for putting on the Senate hat and not a campaign hat. We have gotten off to a good campaign. I'm comfortable either way the judges rule."

The state Supreme Court is expected to decide by Jan. 25 if Gov. Haley Barbour was correct in setting Nov. 4 date for the election. Democrats contend and Hinds County Circuit Court Judge Bobby DeLaughter agreed that the election should be held in March.

Wicker said he did not know what committee assignments he would be given by GOP leaders but Taylor, standing next to the new senator, interjected "insurance, banking, insurance." Taylor's multi-peril insurance bill passed the House but is pending in the Senate. Wicker would not say what committees he had requested but spoke eagerly about the need for Taylor's legislation to cover wind damage as part of the federal flood insurance program.

"I am absolutely Gene Taylor's partner on that issue and it becomes more and more clear that the Coast will not recover until we'll be able to get that legislation," said Wicker. "It's number one."

Taylor and Wicker joked how they had been colleagues for over 20 years, starting in the state senate, then moving to the U.S. House. Taylor, a Democrat at the GOP-dominated event said, "We've worked together for 20 years now. I'm impressed he's been to the Coast twice. Obviously we've got to work on multi-peril legislation."

Sen. Jeff Sessions, R-Ala., said, "Mississippi has had fabulous senatorial leadership and Roger is at that level. Thad and Trent have been the nation's best and he'll continue that quality."

Cochran said, "I'm delighted to serve with Roger. He has gotten off to a great start. He'll be a big asset in the Senate. He'll make a difference."

Asked about the outlook for wind insurance coverage, Cochran said, "We need to improve that opportunity for reasonably-priced insurance. That's a real drawback to recovery. " As for Senate action, he said, "It's a work in progress."
