HOUSTON (KTRK) -- We're learning more about the men charged with capital murder in last week's shooting death of a 14-year-old girl.
The body of Shatavia Anderson was found in north Houston early Saturday morning and on Wednesday, police announced they made two arrests in the case.
Police say Melvin Alvarado, 22, is an illegal immigrant who's been arrested two previous times and was deported twice. In both instances, he came to the U.S. illegally from El Salvador. Police say the other suspect, Jonathan Lopez-Torres, 18, is in the U.S. legally and doesn't have a criminal history.
Some say the case just highlights the ongoing problem with illegal immigration. Today, the president plans to sign a bill to increase security along the border.
The U.S. Senate convened a special session on Thursday, passing a $600 million bill for immigration enforcement, and sending it to the president's desk. Even so, the Immigration and Customs Enforcement Agency is flexing its muscle in states like Arizona, where it just completed a three-day sweep this week, picking up 63 convicted criminals and fugitives.
The man in charge of ICE, John Morton, says his agency is doing its job, removing undocumented immigrants in record numbers. He says they've removed 380,000 illegal immigrants in the last fiscal year, a third of them convicted criminals.
"If you commit crimes in this country, and get deported and come back illegally, we will prosecute you," said Morton. "We will send you to jail and we're gonna send you home, again."
Here in Houston, Alvarado is the face of our latest, high profile case. He and Lopez-Torres are charged in the capital murder of Shatavia Anderson. Police say Alvarado robbed her and shot her as she tried to run away in north Houston last weekend. They say Lopez-Torres was the getaway driver.
Later this morning, the family of the victim is expected to speak out on the issue of undocumented immigrants committing crimes. One of the men held in girl's death was removed after driving intoxicated

A witness identified Melvin Alvarado, 22, as 14-year-old Shatavia Anderson's killer.
As she made arrangements Thursday to bury her 14-year-old daughter, Keisha Lambert learned that the suspected gunman in the teenager's killing had been previously deported twice from the U.S.
"It's not right that he came back a third time," Lambert said.
Melvin Alvarado, 22, was convicted of two separate intoxicated driving offenses in Harris County in 2005 and 2007, criminal records show. He was sentenced to 60 days in jail in connection with the last conviction in November 2007.
Gregory Palmore, an Immigration and Customs Enforcement spokesman in Houston, said immigration officials removed Alvarado from the country in April 2008 and again in May 2009. Palmore said it was unclear from his records whether Alvarado was picked up directly from Harris County Jail after the last intoxicated driving conviction.
The second suspect in the fatal shooting of Shatavia Anderson on Saturday, Jonathan Lopez-Torres, 18, was a lawful permanent resident from Honduras, Palmore said. According to Harris County records, Lopez-Torres was arrested and accused of auto theft in February 2009. That charge was later dismissed.
Alvarado and Lopez-Torres were charged on Wednesday with capital murder in the slaying of Anderson, who was known as "Tae" to her friends and family. They were being held without bail in Harris County Jail.
The two suspects allegedly saw Anderson as merely a "target of opportunity" for an armed robbery, Houston police homicide detectives said.
Anderson was shot in the back while she was walking home to her northside apartment in the 1100 block of Langwick. She was last seen alive around 12:30 a.m.
Alvarado fled after grabbing some of the girl's belongings, including jewelry, a cell phone and her purse, police said. The purse was found in the woods near the teen's body around 9 a.m. A witness helped police craft a composite sketch and later identified Alvarado as the killer, authorities said.
Lambert said a service will be held for her daughter Saturday morning at Canaan Baptist Church, 5117 Lockwood Drive. She will be buried at Paradise Cemetery at West Montgomery Road and West Gulf Bank.

Dear Mayor Parker,
I would like you to know that I feel that due your lack of immigration
enforcement that you are responsible for the death of 14 yr old Shatavia
Anderson at the hands of an illegal alien, Melvin Alvarado.
Bill White left a sanctuary city legacy in Houston that encouraged Alvarado
to return repeatedly to our city where he has been allowed to roam free among
this city's citizens under the police radar and outside of the law and eventually
kill an innocent 14 yr old girl in a cowardly act by shooting her in the back
for a few dollars worth of personal belongings.
Your duty is to protect us as citizens which you cannot do by continuing to
encourage and allow criminal aliens to remain in our communities and to operate
outside of the law. Deportation is useless with a porous border and a santuary
policy only encourages them to return to our city again and again and emboldens
them to become increasingly brazen in their criminal acts. The blood of Shatavia
Anderson is on your hands as surely as it is on Melvin Alvarado's.
Ms. Parker, Please for the sake of your city's citizens, for the sake of my child
who may be the next victim, enforce our immigration policies, allow our police to
inquire about immigration status, go after those who would employ and otherwise
aid illegal aliens and please rescind Houston's sanctuary city policy.
My prayers will be for Shatavia Anderson but not for Melvin Alvarado. I believe
God has a special place for him.

Victim's Mother Outraged Over Immigration Status

HOUSTON -- The mother of a teenage girl who was shot to death said that she is outraged after learning the man accused of killing her was not supposed to be in this country.
Melvin Alvarado, 22, and Johnathan Lopez-Torres, 18, were charged with capital murder. Investigators said the two confessed to killing Shatavia Anderson as she walked home after a party in northeast Houston on Saturday.
Anderson's mother, Wykisha Lambert, said that she doesn't know how to feel. On one hand, she said she is happy police caught the men accused of shooting and killing her daughter. But, she's furious after learning the alleged shooter, Alvarado, had a rap sheet and was not even supposed to be in this country:
"How did he get here? How did they let him in? How did he just come here and do that?" said Lambert.
She's not the only one upset.
"I am angry at a system. I am angry at a government that does not do more to protect its citizens," said community activist Quanell X.
Quanell X, who is representing the family, also blames the government for allowing Alvarado to roam the streets.
Their anger comes after Immigration and Customs Enforcement agents confirmed that Alvarado had been deported from the United States twice -- in 2008 and in 2009. Lopez-Torres is in the country legally with a green card.
"I am outraged and angry as hell at a man who was deported two times and with a criminal history sneak back in the country, and take the life of a innocent child in a robbery," said Quanell X.
Shatavia's father said he is heartbroken over his loss.
"I loved her. She was a beautiful girl. She loved life," Preston Anderson said. "There will be hurt times."
Shatavia was walking home alone early Saturday morning when detectives said Alvarado spotted the teen, robbed her, and when she tried to run away, shot her in the back.
Lopez-Torres was the getaway driver, police said.
Anonymous tips led them to the two suspects, investigators said.
"The government failed my family. He shouldn't have been here," cried Lambert.
Both suspects are being held without bond.
A vigil for Shatavia will be held at 6 p.m. Friday at the scene of the crime. Her funeral is scheduled for Saturday.

These type of things happen far to often. Today I witnessed an accident which was caused by what suspect is an illegal immigrant. I came up with this assumption becuase I know illegals tend to flee the scene of accidents. At least one person was seriously hurt. The government has to clamp down on illegals. They have to deport and not allow re-entry.
We recognize that if you really want to create a job tomorrow, you can remove an illegal alien today
