    Exclusive–American Workers ‘Irate’ with Trump Over ‘Utterly Disappointing’ Pro-Outsourcing Plan

    American workers who have had their jobs outsourced to foreign workers and offshored to foreign countries are “very irate” over President Trump’s recent support for more U.S. job outsourcing through the H-1B visa program, advocates tell Breitbart News.

    Every year, more than 100,000 foreign workers are brought to the U.S. on the H-1B visa and allowed to stay for up to six years. There are about 650,000 H-1B visa foreign workers in the U.S. at any given moment. Americans are often laid off in the process and forced to train their foreign replacements, as highlighted by Breitbart News. More than 85,000 Americans a year potentially lose their jobs to foreign labor through the H-1B visa program.


    In a Twitter post last week, Trump reversed course on his “Buy American, Hire American” executive order, saying he wants to offer a pathway to U.S. citizenship to the hundreds of thousands of foreign workers living in the country on the H-1B visa.

    “H1-B holders in the United States can rest assured that changes are soon coming which will bring both simplicity and certainty to your stay, including a potential path to citizenship,” Trump said. “We want to encourage talented and highly skilled people to pursue career options in the U.S.”


    American workers are outraged by the betrayal, Protect U.S. Workers Attorney Sara Blackwell exclusively told Breitbart News on SiriusXM Patriot’s Breitbart News Sunday.


    Blackwell and outsourced American workers rallied with Trump in 2016 on the campaign trail, where the crowds cheered as then-candidate Trump blasted multinational corporations like Disney for laying off Americans and replacing them with foreign workers.



    “Myself and two other of my clients would speak at President Trump’s rallies, completely against everything that tweet says,” Blackwell said. “We endorsed him, he said exactly the opposite of what that tweet says. So that was so utterly disappointing, it made me cry.”


    Jay Palmer — a visa fraud expert and whistleblower against Indian outsourcing firm Infosys — exclusively told Breitbart News that he hoped Trump was aware of what the pro-outsourcing plan would do to American workers who have yet to be laid off and replaced.


    “I really hope our president understands the ramifications of this potential action,” Palmer said. “The H-1B program is full of bribery, fraud, and the exploitation of workers and plain modern-day indentured servitude, not to mention the pillaging of American jobs.”



    “If H-1B’s are that important — which they are not — let’s raise the fee by $15,000.00 and fund the wall,” Palmer suggested. “Surely Stephen Miller is not in favor of this, if he is it is disturbing after all the time and information I have provided to educate him over the years.”


    Online, Trump was blasted by pro-American worker groups like “Save American Information Technology Jobs” which chronicles and tracks the outsourcing and offshoring of U.S. jobs to foreign workers and foreign countries.

    Blackwell said Trump’s lack of reforms to restrict corporations from outsourcing American workers’ jobs through the H-1B visa program have already turned off a number of former supporters. Should there be no reforms in his first term, Blackwell said many will drop off the “Trump train” entirely in time for the 2020 presidential election.


    “I’m being called by thousands of people on a regular basis being fired and replaced by these ‘high-skilled’ people, they’re not … it’s a business model where they are pouring in this cheap labor so that the CEOs can make billions of dollars and bonuses and it is not, the H-1B, has not been used as a high-skilled visa,” Blackwell said.



    “A lot of [American workers] have already jumped off the Trump train,” Blackwell continued. “This tweet that he put out, I think was one of the … all of the American workers that I deal with, they were all very irate about that.”


    Business attempted to outsource nearly 420,000 American jobs in Fiscal Year 2018 to H-1B foreign workers rather than hiring U.S. workers.


    As Breitbart News previously reported, more than 2.7 million H-1B foreign workers have been approved to come to the U.S. to take American jobs between 2007 and 2017. During that same period, businesses tried to outsource almost 3.5 million American jobs to foreign workers instead of hiring Americans. Nearly 70 percent of all H-1B foreign workers replacing Americans are young, Indian male nationals.


    About four million young Americans enter the workforce each year, many looking for white-collar jobs in the STEM fields. Those Americans’ prospects of finding work are crippled by the country’s legal immigration process, which admits more than 1.5 million immigrants and hundreds of thousands of foreign visa workers annually. Already, the wage-cutting business scheme has led to foreign-born workers overwhelmingly outnumbering Americans in the tech industry in Silicon Valley, California.

    Immigration Voice has been and is actively working to see that the largest group of H-1b visas go to citizens from India. Defeated Congress member Kevin Yoder was pushing this forward. Immigration Voice has spent time and years lobbying House and Senate members (Republicans and Democrats), one by one.

    My advice to these poor American Workers is hang on to your seats and wait until the new regulations come out. It's my opinion that Breitbart has grotesquely mischaracterized the changes to the H1B program and impact of those changes on American Workers. Why anyone would draw from this Tweet that Trump is doing something to harm American Workers, I do not know, but I believe when they see the actual new regulations they will realize that it was an unfounded reaction.

    They should be coming our and being posted on Federal Register shortly, they said by or before the end of this month.

    The Ryan's, Yoder's, and Tillis' foreign labor type supporters are winning or have already won Trump over. Who loses in the end, Americans! Smarten up Trump or you're going to end up losing a lot of support you can't afford to lose!

    People are starting to realize Trump said a lot of things during his campaign that he wasn't a hardliner on. Unlike folks like Jeff Sessions who are ideologues and firm in their commitment, Donald Trump has always been rather inconsistent and squishy.

    Trump is fixing the H1B just like he said he would while expediting their move to Green Cards to use up the Green Cards with merit-based, highly educated, already employed, already here, self-sufficient "meritorious" applicants, probably with a waiver for fast-track that removes chain migration sponsorships from their Green Card. It increases quality of immigration while reducing the quantity. Just like he said he wanted to do.

    DHS Proposes Merit-Based Rule for More Effective and Efficient H-1B Visa Program

    WASHINGTON—The Department of Homeland Security (DHS) announced today a notice of proposed rulemaking that would require petitioners seeking to file H-1B cap-subject petitions to first electronically register with U.S. Citizenship and Immigration Services (USCIS) during a designated registration period. Under the proposed rule, USCIS would also reverse the order by which USCIS selects H-1B petitions under the H-1B cap and the advanced degree exemption, likely increasing the number of beneficiaries with a master’s or higher degree from a U.S. institution of higher education to be selected for an H-1B cap number, and introducing a more meritorious selection of beneficiaries.

    The H-1B program allows companies in the United States to temporarily employ foreign workers in specialty occupations that require the theoretical and practical application of a body of highly specialized knowledge and a bachelors or higher degree in the specific specialty, or its equivalent. When USCIS receives more than enough petitions to reach the congressionally mandated H-1B cap, a computer-generated random selection process, or lottery, is used to select the petitions that are counted towards the number of petitions projected as needed to reach the cap.

    The proposed rule includes a provision that would enable USCIS to temporarily suspend the registration process during any fiscal year in which USCIS may experience technical challenges with the H-1B registration process and/or the new electronic system. The proposed temporary suspension provision would also allow USCIS to up-front delay the implementation of the H-1B registration process past the fiscal year (FY) 2020 cap season, if necessary to complete all requisite user testing and vetting of the new H-1B registration system and process. While USCIS has been actively working to develop and test the electronic registration system, if the rule is finalized as proposed, but there is insufficient time to implement the registration system for the FY 2020 cap selection process, USCIS would likely suspend the registration requirement for the FY 2020 cap season.

    Currently, in years when the H-1B cap and the advanced degree exemption are both reached within the first five days that H-1B cap petitions may be filed, the advanced degree exemption is selected prior to the H-1B cap. The proposed rule would reverse the selection order and count all registrations or petitions towards the number projected as needed to reach the H-1B cap first. Once a sufficient number of registrations or petitions have been selected for the H-1B cap, USCIS would then select registrations or petitions towards the advanced degree exemption. This proposed change would increase the chances that beneficiaries with a master’s or higher degree from a U.S. institution of higher education would be selected under the H-1B cap and that H-1B visas would be awarded to the most-skilled and highest-paid beneficiaries. Importantly, the proposed process would result in an estimated increase of up to 16 percent (or 5,340 workers) in the number of selected H-1B beneficiaries with a master’s degree or higher from a U.S. institution of higher education.

    USCIS expects that shifting to electronic registration would reduce overall costs for petitioners and create a more efficient and cost-effective H-1B cap petition process for USCIS. The proposed rule would help alleviate massive administrative burdens on USCIS since the agency would no longer need to physically receive and handle hundreds of thousands of H-1B petitions and supporting documentation before conducting the cap selection process. This would help reduce wait times for cap selection notifications. The proposed rule also limits the filing of H-1B cap-subject petitions to the beneficiary named on the original selected registration, which would protect the integrity of this registration system.

    On April 18, 2017, President Trump issued the Buy American and Hire American Executive Order, instructing DHS to “propose new rules and issue new guidance, to supersede or revise previous rules and guidance if appropriate, to protect the interests of U.S. workers in the administration of our immigration system.” The EO specifically mentioned the H-1B program and directed DHS and other agencies to “suggest reforms to help ensure that H-1B visas are awarded to the most-skilled or highest-paid petition beneficiaries.”

    Additional information on the proposed rule is available in the Federal Register. Public comments may be submitted starting Monday, December 3, when the proposed rule publishes in the Federal Register, and must be received on or before January 2, 2019.
